Within the framework of the First Extraordinary Session Program, the 16th National Assembly, National Assembly deputies (NA deputies) conducted group discussions on the establishment of Quang Ninh city and Bac Ninh city.
Attending the discussion session at Group 1 (Delegation of National Assembly Deputies of Hanoi City), National Assembly Deputies all highly agreed with the Government's Submission and the Appraisal Report of the Law and Justice Committee on the establishment of two centrally-run cities Quang Ninh and Bac Ninh.
In which, delegate Nguyen Ngoc Viet assessed that these will be two important growth poles of the Capital Region, creating more development momentum for the region.
According to the delegate, in the context that the National Assembly is expected to pass the Law on Urban Development, when identified as type I urban areas, Quang Ninh and Bac Ninh will have more conditions to promote new mechanisms and policies, removing institutional obstacles.
According to delegate Ta Dinh Thi, after the National Assembly issues a resolution, localities need to soon implement specific programs and plans to maintain growth and maximize potential and advantages.
Regarding Bac Ninh, delegate Ta Dinh Thi said that to develop sustainably in the new period, Bac Ninh needs to focus on new growth drivers, first of all developing high-tech industry, promoting research and development (R&D) to attract technology corporations, promoting the role of the electronics, semiconductor and microchip manufacturing center of the whole country.
Along with that, it is necessary to accelerate investment in strategic infrastructure such as Ring Road 4, Gia Binh International Airport and high-speed railway lines; continue to improve the investment and business environment to improve competitiveness.
The delegate also noted that it is necessary to ensure social security in the process of urbanization and site clearance. At the same time, develop a green economy, a circular economy associated with preserving cultural values, and orient industrial parks towards high-tech and environmentally friendly models.
Also expressing high agreement with the policy of establishing Quang Ninh and Bac Ninh cities directly under the Central Government. However, delegate Nguyen Duy Minh (Delegation of National Assembly Deputies of Da Nang City) contributed his opinion that the draft resolution needs to clearly stipulate the responsibilities in arranging the organizational structure after the city is established.
From the reality of supervising the merger of administrative units in some localities, delegates proposed to add specific timelines, for example, completing the consolidation of the organizational structure within 12 months from the date the resolution takes effect, in order to avoid delays in handling redundant headquarters and assets and arranging cadres, ensuring the new urban government model operates effectively.
Regarding the above content, in the thẩm tra report on the Submissions and Projects to establish two cities, the Law and Justice Committee has requested the Government to direct the People's Committees of Quang Ninh province and Bac Ninh province to urgently carry out preparation work, consolidate the organizational structure, change seals and other necessary conditions for the operation of the new urban government to ensure synchronization immediately after the National Assembly passes the Resolution.
Some delegates also suggested that when upgraded to cities, the two localities should continue to pay attention and allocate adequate investment for development in remote and isolated areas to improve the material and spiritual lives of people, ensuring that people in these areas will increasingly enjoy more achievements brought about by the urbanization process.
