The Ministry of Home Affairs is drafting a Decree to adjust the monthly allowance regime for youth volunteers who have completed their tasks in the resistance war and youth volunteers from the Southern grassroots participating in the resistance war in the period of 1965 - 1975.
According to the Ministry of Home Affairs, in the past, the monthly allowance for youth volunteers has not been adjusted in a timely manner with the adjustment of the standard level of social assistance (maintaining the allowance level from 2016 to present at 540,000 VND).
With the current low monthly allowance, adjusting the subsidy level for two groups of youth volunteers according to Decision No. 40 2011 and Decree No. 112/2017 of the Government is extremely necessary, contributing to ensuring life and reducing difficulties for the youth volunteer force, who have devoted their youth to the two resistance wars of the Fatherland, now old and weak, falling into lonely and uncompromising situations.
Accordingly, in the draft Decree, the Ministry of Home Affairs proposes two subjects of application: Youth volunteers who have completed their tasks in the resistance war are receiving monthly allowances according to Decision No. 40; youth volunteers from the Southern grassroots participating in the resistance war in the period of 1965 - 1975 are receiving monthly allowances according to Decree No. 112.
The subsidy level is twice the standard level for social assistance. The adjustment period is from September 1, 2025.
For young volunteers under the above regulations who have passed away since September 1, 2025 but have not yet adjusted their allowances according to this regulation, the funeral organizer will be allowed to collect the difference due to the adjustment of the allowance from September 1, 2025 to the month of youth volunteers passing away.
The monthly allowance for youth volunteers will be adjusted from 540,000 VND to 1 million VND/person/month (equal to 2 times the standard level of social assistance) from the local budget. Accordingly, each young volunteer will receive an additional 460,000 VND/person/month.
The draft Decree also stipulates that the monthly allowance is equal to 2 times the social assistance standard instead of being regulated by a specific amount of money as before. At the same time, it is necessary to adjust monthly allowances for youth volunteers according to the adjustment of social assistance standards.
This is to ensure that the subsidy for youth volunteers is automatically and promptly adjusted every time the Government adjusts the social assistance standard, without having to issue a separate Decree on adjusting subsidy for youth volunteers.
According to statistics from the Ministry of Home Affairs at the time of drafting the Decree, the number of young volunteers receiving monthly allowances in the remaining months was not much. Thus, resources from local budgets are expected to increase slightly compared to before the adjustment.
