On the afternoon of November 21, the National Assembly discussed in the hall the establishment of Hue city under the central government.
Delegate Tran Van Tien (Vinh Phuc Delegation) expressed his agreement with the necessity of establishing Hue city under the Central Government as proposed by the Government.
The establishment of Hue city under the Central Government ensures the conditions of being the center and key economic region of the Central region, ensuring the requirements of national defense, security, culture and history.
Currently both population size and area standards meet the requirements.
Although agreeing with the draft Resolution on Hue city under the Central Government, including the entire current area and population of the province, delegate Tran Van Tien still wondered about the name of this city.
Currently, Thua Thien Hue province has Hue city, if it is named Hue city under the Central Government, it will be easy to confuse it with the current Hue city. Although the dossier mentions collecting people's opinions, the collection of opinions on the establishment of Hue city under the Central Government has not mentioned the name of Hue city under the Central Government.
To ensure high consensus and avoid confusion with the name, delegate Tran Van Tien proposed that the Centrally-governed Hue City must encompass the entire scope of Thua Thien Hue Province. Therefore, the delegate proposed the name Thua Thien Hue City.
Delegate Tran Van Tien also suggested considering getting people's opinions on the name.
Delegate Pham Van Hoa (Dong Thap Delegation) said that the process of developing the project to establish Hue city under the Central Government ensured the correct order and procedures.
Regarding the socio-economic development structure, Thua Thien Hue has met the standards on socio-economic development level applied to centrally-run cities.
Accordingly, in terms of budget revenue and expenditure balance, total revenue in 2023 will reach over 11,000 billion VND, budget expenditure will be over 10,000 billion VND. Average income per capita is 0.95 times the national average, meeting the standard.
According to the delegate, the establishment of Hue city under the Central Government on the basis of preserving and promoting the heritage values of the Ancient Capital and Hue cultural identity represents an important innovation in urban development, contributing to the implementation of the policy of developing urban areas in the direction of green, civilized, and rich in identity.
However, the delegate said that the initial establishment of Hue city will face many difficulties and challenges, especially the issue of urbanization because currently there are only 2 districts, 3 towns and 4 districts. Therefore, the delegate suggested that the Central Government pay more attention to resources so that Hue city can reach further in socio-economic development, especially as a typical urban area of the ancient capital.
According to the Government's proposal, Hue city under the central government was established on the basis of the entire natural area and population of Thua Thien Hue province. Hue city under the central government has 4,947.11 km2 and 1,236,393 people; has 9 district-level administrative units (2 districts, 3 towns, 4 districts); has 133 commune-level administrative units (78 communes, 48 wards, 7 towns); urbanization rate is 63.02% (779,207 people/1,236,393 people).
The project has thoroughly assessed its impact; developed a plan and roadmap for arranging and perfecting the organizational structure of agencies and units in the political system of Hue city under the central government; a plan for using headquarters, public assets and implementing specific policies in the area in accordance with regulations.
