Regulations on promoting military officers' ranks and raising their salaries ahead of schedule are stated in the draft Law amending and supplementing the Law on Officers of the Vietnam People's Army.

At the 8th Session of the 15th National Assembly, the National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army (VPA).

One of the contents that received much attention was the amendment and supplementation of regulations related to the promotion of military ranks and salary increases of officers ahead of schedule.

Accordingly, the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army has amended and supplemented Article 18 of the Law on Officers of the Vietnam People's Army No. 16/1999/QH10, which has been amended and supplemented in Clause 6, Article 1 of Law No. 19/2008/QH12.

Accordingly, officers are considered for promotion before the deadline specified in Clause 2, Article 17 of this Law in the following cases:

In combat, outstanding achievements or in work, scientific research, awarded Medals;

Successfully fulfill the duties and tasks for which the current military rank is two or more ranks lower than the highest military rank prescribed for the position the officer is holding, or the current military rank is lower than the highest military rank for the command or management position.

Officers are considered for early salary increase if they achieve outstanding achievements in combat or are rewarded for their work or scientific research.

The Minister of National Defence prescribes criteria and standards for considering promotions to the ranks of colonels and lieutenants and for raising officers' salaries ahead of schedule as prescribed in Clauses 1 and 2 of this Article.

According to the Government's Proposal, Article 18 of the Law on Officers of the Vietnam People's Army (current) does not stipulate that officers are entitled to early salary increases and has not assigned competent authorities to specify the criteria and standards for consideration of early promotion and salary increases for officers.

Therefore, in the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army, 2 clauses have been amended and supplemented in Article 18 on promoting military ranks and raising officers' salaries ahead of schedule.

Regarding this content, the examining agency, the National Defense and Security Committee (NDSC) of the National Assembly, basically agrees with the cases of being considered for promotion and salary increase before the deadline.

However, the People's Committee of the National Defense and Security Council recommends that the drafting agency study and prescribe in the following direction: The Government shall specify the criteria and standards for considering early promotion to the rank of general; The President shall decide on early promotion and promotion beyond the rank of general, ensuring consistency with the Law on the People's Public Security.
