On the morning of December 3, at the 10th Session, Chief Prosecutor of the Supreme People's Procuracy (SPP) Nguyen Huy Tien presented a report on the implementation of a number of resolutions of the 14th and 15th National Assembly on thematic supervision and questioning.
According to Director Nguyen Huy Tien, the People's Procuracy at all levels has actively and proactively coordinated with the Investigation Agency to verify and resolve 328 sources of information about crimes; practiced the right to prosecute and investigate 211 cases/798 defendants.
141 cases/655 defendants have been prosecuted and tried for crimes related to planning, management and use of land in urban areas. Strengthen measures to ensure asset recovery; promote propaganda of land laws.
The Supreme People's Procuracy issued a program to practice thrift and combat waste in the 2023-2025 period; streamlined the organizational apparatus; arranged and handled headquarters and assets after the merger; strengthened inspection and examination; accelerated the progress of investigation, prosecution and trial of cases.
Of which, the investigation agency prosecuted 15,723 cases/33,449 defendants, the People's Procuracy resolved 12,950 cases/29,137 defendants, the Court resolved 13,738 cases/30,805 defendants; more than 54,531 billion VND has been recovered.
Implementing the requirement to urgently handle cases and cases in the management and use of resources for COVID-19 prevention and control, especially violations and cases related to Viet A Technology Joint Stock Company (Viet A Company), the Procuracy has coordinated to prosecute, investigate, prosecute and try 37 cases/248 defendants.
The Supreme People's Procuracy has presided over and coordinated with ministries and branches to issue Joint Circular No. 01/2022/TTLT dated February 18, 2022 on receiving and handling cases and cases of sexual assault of people under 18 years old.
At the same time, closely coordinate with the investigation agency to promptly collect evidence, protect and support children who are victims, and speed up the investigation progress. The investigation agency prosecuted 12,110 cases/12,483 defendants; the People's Procuracy resolved 11,077 cases/12,342 defendants; tried 11,216 cases/12,416 defendants.
The entire sector has focused on strengthening the prosecution of investigation agencies at all levels in reviewing, evaluating, classifying and resolving cases and cases that have been temporarily suspended. As a result, 38,456 sources of information about crimes and 26,424 cases/5,802 defendants have been reviewed, classified, and resolved.
Regarding some difficulties and problems, Director Nguyen Huy Tien said that some cases of child sexual abuse lack direct evidence; the victims are young, suffer from psychological trauma, making it difficult to investigate.
Collecting documents on fraudulent behavior and evasion of insurance payment is still facing difficulties due to some enterprises lacking cooperation; workers are afraid of affecting their jobs, so they have not boldly denounced.
The appraisal and valuation of some cases and incidents is still prolonged, leading to some cases having to return additional investigation documents or temporarily suspend them.
The Chief Justice of the Supreme People's Procuracy proposed that the National Assembly direct the review, amendment, supplementation or promulgation of legal documents in the fields of State management such as land, insurance, etc. to ensure strictness and synchronization; strengthen the explanation and guidance for the unified application of the law.
Propose to consider increasing the regular expenditure rate for the 2026-2030 period and public investment capital to build a head office system, purchase equipment and means of work; especially digital transformation funds for judicial agencies to meet the requirements and tasks in the new situation.
