On the morning of May 16, the National Assembly discussed the draft Resolution of the National Assembly on mechanisms and policies for private economic development.

According to the delegate, Resolution 68 of the Politburo on private economic development is not only a breakthrough but also creates momentum to promote the unleashing of internal and potential resources to promote the country's economic development in the new era.
In particular, the delegate also hoped that this resolution would be a wind blowing the wings of Vietnam's private economic kites to take off and fly far away.
The delegate said that there are regulations that do not need to be included in the draft resolution because there are provisions of the law, for example, ensuring the principle of presumption of innocence because it has been clearly stated in the Constitution. Because the accused is considered not guilty until proven through the prosecution process. This is not a special mechanism for private enterprises.
The delegate suggested adding support content on trade policies and international integration, because it is very difficult for businesses to compete in the international market as well as provide judicial support, and every time they have a trade dispute with foreign countries, Vietnam always suffers losses.
In addition to the above policy, the delegate emphasized that businesses also need policy stability. Many new businesses are having difficulty in all conditions such as finance, land... but the policy is unstable, constantly changing, it will take 10-15 years or longer to start a business successfully.
According to the delegate, businesses are concerned that if they start a business and invest in resources, the policy will return to the starting point, which is very difficult to implement.
The delegate also emphasized the need to continue administrative reform, creating favorable conditions for domestic enterprises when completing procedures and having development conditions.

Proposal for businesses to deposit guarantees to release frozen assets
Delegate Nguyen Thi Thuy (Bac Kan Delegation) was interested in the regulation of not applying the regulation on summoning, which is disadvantageous for businesses. This is a principle provision in the Law on Handling of Administrative Violations and the Penal Code.
Not applying regulations that are more disadvantageous will not only apply to businesses but also to all organizations and individuals. Therefore, the delegate realized that this was not a specific policy of the resolution.
Delegates asked the Government to report to the National Assembly to allow the pilot of Resolution No. 164/2024/QH15 of the National Assembly on piloting the handling of material evidence and property during the process of investigating, prosecuting and adjudicating a number of criminal cases and cases for cases of central cases on anti -corruption, waste and negative direction.
The Government reported to the National Assembly that allowed to be applied to specific resolutions on the private economy because there were measures that allow businesses to set up guaranteed money to relieve blockade properties, continue to put them into business.
At the same time, it allows business owners to manage, use, and exploit those assets and ensure that the exploitation is in accordance with regulations, instead of being "frozen" and not being able to be put into the economy.
