Speaking at the National Conference on disseminating and implementing Resolution 66-NQ/TW and Resolution 68-NQ/TW of the Politburo held this morning (May 18), General Secretary To Lam further generalized a number of contents on the development of the private economy to become "the most important driving force" of the national economy.
According to General Secretary To Lam, in the process of building a socialist-oriented market economy, arousing and promoting all resources in society becomes an urgent requirement for rapid development.
Resolution 68 of the Politburo was issued, demonstrating a major step forward in theoretical thinking and practical direction of our Party: "In a socialist-oriented market economy, the private economy is the most important driving force of the national economy". And we build a "Socialist-oriented market economy, managed by the State, under the leadership of the Party".
The General Secretary also emphasized and affirmed the leading role and leadership role of state-owned enterprises.
Today, we discuss Resolution 68 which also talks a lot about private enterprises but cannot ignore the leading and guiding role of state-owned enterprises - the General Secretary affirmed and said that for state-owned enterprises, there has been a resolution on these contents, not only emphasizing the private economy but denying the role of state-owned enterprises.

According to the General Secretary, the views in Resolution 68-NQ/TW mark a profound change in strategic awareness of the role of the private sector. From the secondary position to become a pillar of development, along with the state economy and the collective economy, creating a solid "three-legged neighborhood" for an independent, self-reliant and successfully integrated economy.
Developing the private economy is not only an economic requirement but also a political order, aiming to strengthen the foundation of national economic autonomy, enhance competitiveness and adaptability in a volatile world.
In that spirit, the Resolution sets out strong reform requirements, including: Completing institutions: Protecting property rights, freedom of conduct, creating a fair, transparent and stable investment - business environment.
Unblock resources: Expand access to land, credit, markets, and technology for the private sector; remove institutional and policy bottlenecks.
Promote innovation: Strongly develop the creative startup ecosystem; support private enterprises to invest in research and development, participate deeply in the global innovation network and value chain.
Build a team of modern entrepreneurs: Not only good at business but also have political courage, intelligence, professional ethics, national spirit and aspiration to contribute to the country and reach the world.
According to General Secretary To Lam, the Resolution affirms that Vietnamese entrepreneurs are " Soldiers on the economic front" in the new era. They not only contribute to enriching themselves but also carry out the noble mission, which is to build a strong and prosperous country.
"It can be said that Resolution 68 is the foundation for a comprehensive change in private economic development policies: from "recognition" to "protection, encouragement, promotion", from "support" to "ledging development". This is the right and urgent strategic choice, with a long-term vision, to realize the aspiration to develop a strong country in the middle of the 21st century" - General Secretary To Lam emphasized.
