The 10th session of the 15th National Assembly on November 5 continued to discuss in groups the Draft Law on Civil Servants (amended). One of the notable contents in the draft Law on Civil Servants (amended) proposed by the Government is the regulation on civil servant job positions.
Accordingly, the basis for determining the position of civil servants includes: functions, tasks and organizational structure of public service units;
The complexity, nature, characteristics, and scale of activities of public service units; scope, service subjects; professional and technical management processes;
The expertise and profession of the industry, field of professional activities and the expertise and profession of other industries and fields according to regulations;
The job position of civil servants includes the following main contents: job position name; Job description and job position capacity framework.
Notably, the Government proposed to classify job positions at public service units into 3 groups: Management job positions; Professional and technical job positions; Support job positions.
The group of management positions includes all positions holding leadership and management positions appointed according to Party regulations and law;
The group of professional and technical job positions will include all job positions associated with professional titles according to each major at public service units;
The group of supported job positions will include all shared job positions to serve the operation of public service units (finance, accounting, personnel organization, office, etc.).
The Government shall prescribe principles, order, construction procedures, approval authority, job position framework and detail this Article.
According to Dr. Tran Anh Tuan - former Deputy Minister of Home Affairs, this amendment to the Law on Civil Servants is an opportunity to continue to innovate thinking, awareness, and perfect the legal foundation to unblock the public service sector, which is facing many bottlenecks and barriers in autonomy, innovation and motivation to work, affecting results and service quality.
Regarding use, Mr. Tuan emphasized the principle of "management according to job position", "for the purpose of selecting people", linking responsibility and authority with work results. The salary, benefits and honor policies must be based on evaluating specific results and outputs, eliminating the situation where everyone completes their tasks well so that salaries and income are equal.
To implement innovation in management, he proposed to implement strong digitalization, build a national digital database of civil servants, publicize and be transparent in information, and link the authority and accountability of the leader with the effective use of human resources.
"Only when the authority is assigned to go hand in hand with control, the management system will create real motivation for the team, helping the public sector to shift operations from administrative management thinking to operating according to the thinking of autonomy and modern governance, improving the quality of service to the people" - he said.
