As Lao Dong reported, after collecting opinions and receiving high consensus and agreement from the people, the Project to reorganize Bac Ninh and Bac Giang provinces to establish Bac Ninh province was submitted to the Government on April 28, before the prescribed time.
According to the Project, the two provinces of Bac Ninh - Bac Giang will merge and have a new name, Bac Ninh province, the administrative center will be located in the current Bac Giang city. The new Bac Ninh province will have a total of 99 communes and wards; population of 3,619,433 people.
The project also clearly states the expected organizational structure of the People's Council of Bac Ninh province (new) after the merger.
Accordingly, delegates of the People's Council of Bac Ninh Province (50 delegates) and delegates of the People's Council of Bac Giang province (69 delegates) joined the People's Council of Bac Ninh Province (New) and continued to operate until the end of the term 2021-2026 in accordance with the Law on Organization of Local Government.
The Chairman, Vice Chairmen of the People's Council, Heads of Committees, and Deputy Heads of Committees of the Provincial People's Council are appointed by the National Assembly Standing Committee according to Conclusion No. 150-KL/TW and the provisions of the Law on Organization of Local Government.
The lock of the People's Council of Bac Ninh province (new) is taken from the current lock of the People's Council of Bac Ninh province (Current of the 19th).
Consolidating the Legal Department, the Social Culture Department, the Economic Committee of Bac Giang Province with the Legal Department, the Social Culture Department and the Budget - Budget Department of Bac Ninh Province to become the Legal Department, the Social Culture and Economic Committee of the People's Council of Bac Ninh Province (New).
The number of full-time Deputy Heads and other members of the Committees of the People's Council for the 2021 - 2026 term does not exceed the total number of leaders of the Committees and other members before the reorganization.
Merge the Office of the National Assembly Delegation & People's Councils of the two provinces into the Office of the National Assembly Delegation & People's Council of Bac Ninh province (new).
Regarding the organization of the apparatus: After the arrangement, the Office of the National Assembly Delegation & People's Council of Bac Ninh province has 4 professional and equivalent departments, reducing 3 departments.
Regarding staffing: Number assigned in 2025: 59 civil servants, 25 contract workers.
