Establishment of the Ministry of Ethnic Minorities and Religions
Minister of Home Affairs Pham Thi Thanh Tra has just reported on supplementing and completing the plan to arrange and streamline the Government's organizational apparatus.
Accordingly, regarding the names of ministries, ministerial-level agencies, and government agencies, the Politburo's opinions on the names of some ministries after the merger are accepted.
Keep the name of the Ministry of Finance after merging the Ministry of Planning and Investment and the Ministry of Finance. Keep the name of the Ministry of Home Affairs after merging the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs.
Keep the name of the Ministry of Construction after merging the Ministry of Transport and the Ministry of Construction. Keep the name of the Ministry of Science and Technology after merging the Ministry of Information and Communications and the Ministry of Science and Technology.
At the same time, the name of the Ministry of Culture, Sports and Tourism will be kept after taking over the state management function of the press from the Ministry of Information and Communications.
Establish the Ministry of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee receiving additional functions, tasks, and organization of the state management apparatus on religion from the Ministry of Home Affairs.
Other ministries and branches continue to keep the names as proposed in Report No. 3792-BC/BCSDCP of the Government Party Committee: Ministry of Agriculture and Environment, Ministry of Foreign Affairs, Ministry of Health, Ministry of Education and Training, Ministry of National Defense, Ministry of Public Security, Ministry of Justice, Ministry of Industry and Trade, Government Office, Government Inspectorate, State Bank of Vietnam, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam Television, Voice of Vietnam, Vietnam News Agency.
Transferring the state management apparatus of the press to the Ministry of Culture, Sports and Tourism
Accepting the Politburo's opinion on transferring a number of functions, tasks, and organizational structure of a number of ministries, ministerial-level agencies, and government agencies in the direction of transferring the functions, tasks, and organizational structure of state management of the press from the Ministry of Information and Communications to the Ministry of Culture, Sports and Tourism.
End the operation of the State Capital Management Committee at enterprises; transfer 18 corporations and general companies currently under the management of the State Capital Management Committee to the Ministry of Finance; transfer Mobifone Telecommunications Corporation to the management of the Ministry of Public Security (the Party organization of the Corporation is transferred to be directly under the Central Public Security Party Committee).
Regarding some functions and tasks as proposed by the Ministry of Public Security, the Ministry of Home Affairs reported to the Government Steering Committee to transfer 3 groups of functions and tasks to the Ministry of Public Security for management (without increasing the units of the Ministry of Public Security), including the functions and tasks of state management of drug addiction treatment and post-drug addiction treatment management and prevention and control of social evils (currently assigned to the Ministry of Labor - Invalids and Social Affairs for management); the tasks of state management of criminal records and implementation of public services to issue criminal records (currently assigned to the Ministry of Justice for management); the tasks of testing and issuing road motor vehicle driving licenses (currently assigned to the Ministry of Transport for management).
Regarding the remaining 4 tasks (as proposed by the Ministry of Public Security), including: The task of ensuring security and order in border areas and border gates; the task of state management of entry and exit; the task of ensuring information security and network security; the task of ensuring aviation security, the Ministry of Home Affairs requests the Government Steering Committee to give opinions on this content to serve as a basis for perfecting the functions and tasks of the Ministry of Public Security and related ministries and branches.
