On March 12, the Government Office said that it had just issued document No. 2095/VPCP-CN conveying the opinion of Prime Minister Pham Minh Chinh on the deployment of the road connecting Gia Binh airport with Hanoi Capital.
The Prime Minister agreed with the proposal of the Ministry of Public Security on the Bac Ninh Provincial People's Committee implementing the project of the road connecting Gia Binh airport with Hanoi Capital (section through Bac Ninh province) in the form of an emergency construction project.
The Prime Minister requested the People's Committee of Bac Ninh province to be fully responsible for the project implementation in accordance with the law, completing on schedule to serve the APEC 2027 Conference.
The project implementation process ensures strictness, cost savings, improving investment efficiency, and preventing wastefulness, negativity, corruption, group interests, slow progress, and profiteering through arrangements, bidding collusion, and violations of the law.
The Ministry of Construction guides the People's Committee of Bac Ninh province to implement the project in accordance with the order and procedures of law.
The Prime Minister noted that in the process of implementation, in case of arising contents that need to be applied different from the provisions of current law, the Ministries: Public Security, Construction, Finance, Agriculture and Environment, Culture, Sports and Tourism, Justice and relevant agencies and localities, based on their functions and tasks, coordinate with the People's Committee of Bac Ninh province to report to competent authorities for consideration and decision.
The investment project to build the road connecting Gia Binh airport with Hanoi Capital includes 7km of new construction and 6.55km coinciding with existing expressways that will be upgraded and expanded to 120m. The total land use area is about 289.87ha.
The project includes the main items: The newly built road section is 7km long, 120m wide with the starting point connecting to the road in Bac Ninh province, the ending point at the intersection of Hanoi - Lang Son expressway and Hanoi - Thai Nguyen expressway/Ring Road 3; the investment section expanded to 120m coinciding with Hanoi - Thai Nguyen expressway/Ring Road 3 is 6.55km long connecting from section 1 to the intersection of Tu Lien bridge access road. The road is located in the communes of: Thuan An, Phu Dong, Thu Lam, Dong Anh (Hanoi city) and Tu Son, Phu Khe wards (Bac Ninh province).
The project will also build 2 direct branches from the Hanoi - Thai Nguyen expressway/Ring Road 3 to the Tu Lien bridge access road, including 3 lanes/branch, 14m wide, 2.5km long to connect Gia Binh airport and Tu Lien bridge.
The project is implemented in the form of public-private partnership (PPP) by the Joint Venture of Cong Thanh Transport Investment and Construction Joint Stock Company - Cat Ba Sun Co., Ltd. (a member of Sun Group).
It is expected that when completed, the entire road connecting Gia Binh Airport with Hanoi Capital will have a total length of about 41.316km, with a total investment of 83,000 billion VND.
This is a vital traffic route at the Northeast gateway of the Capital, the shortest and most modern traffic axis connecting from Gia Binh airport to the center of Hanoi, contributing to completing the external transport network, reducing the load on Noi Bai International Airport and opening up a new socio-economic development space for the gateway area of the Capital.
