Deputy Prime Minister Tran Hong Ha signed Decision No. 653/QD-TTg dated March 20, 2025 approving the adjustment of the investment policy for the Hoa Lac - Hoa Binh road construction investment project and the renovation and upgrading of National Highway 6, Xuan Mai - Hoa Binh section under the public-private partnership method.
According to the decision, the length of the Hoa Lac - Hoa Binh section will be reduced from 25.69 km to 23.04 km; in which the starting point of the route will be kept at Km6+680 (along with the end point of the investment project to build the Thang Long Avenue Expressway, the section connecting National Highway 21 to Hanoi - Hoa Binh Expressway) in Yen Binh commune, Thach That district, Hanoi.
Change the end point of the route from route Km32+367 to the end point at route Km29+716 on Hoa Lac - Hoa Binh road (intersection with National Highway 6 at route Km65+400) in Trung Minh ward, Hoa Binh city, Hoa Binh province. Maintain the scope of National Highway 6 Xuan Mai - Hoa Binh section.
The scale of the project is adjusted: Invest in expanding the scale of Hoa Lac - Hoa Binh road according to expressway standards (TCVN 5729: 2012), 6 lanes, design speed of 100 km/h.
Build a system of service roads, intersections, rest stops, traffic safety systems, exploitation works, operation centers, smart traffic systems, toll stations... to ensure consistency and efficiency according to current standards and regulations.
The expected time for project preparation and investment is 2014-2028, in which: the project is being exploited since 2014 and put into operation in 2018.
The adjustment of the implementation scale is from 2023-2028 (prepare the project, implement the adjustment from 2023-2027, complete and put into operation in 2028). The contract is expected to last from 2015 to 2051.
The total adjusted preliminary investment is about VND 10,475 billion, of which:
The investment cost of the project under exploitation (under final settlement) is VND 2,476 billion.
The adjusted investment cost is about 7.999 billion VND, of which: Compensation, support and resettlement costs are 1,621 billion VND; construction and equipment costs are 4,590 billion VND; project management, consulting and other expenses (all loan interest) are 981 billion VND; contingency costs are 807 billion VND.
