Enhance the entire apparatus, improve the capacity of the staff to do supervision work. At the same time, decentralization of inspection and supervision goes hand in hand with transparent discipline.
Meanwhile, Mr. Phan Duc Hieu - full-time National Assembly Delegate, member of the Economic and Financial Committee proposed to add more regulations to clearly define the goals and content of thematic supervision.
Accordingly, thematic supervision needs to focus on identifying and evaluating contents such as completeness and timeliness in issuing documents guiding the implementation of the Law and the organization of law enforcement.
At the same time, identify difficulties and obstacles in organizing the implementation of the Law and the quality of documents guiding its implementation. From there, assess the suitability, feasibility, effectiveness and other shortcomings of legal regulations related to the supervision topic.
According to Mr. Hieu, it is necessary to study and supplement regulations to clearly identify the responsibilities of the members of the monitoring team for the monitoring results, ensuring independence between monitoring activities.
