Monitoring must be parallel, not have to wait for implementation to monitor

National Assembly delegate Hoang Van Cuong said that supervision must go hand in hand with the implementation process, not have to wait for implementation to go to supervision.

On August 6, the National Assembly Standing Committee held a National Assembly Forum on supervision activities with the theme "National Assembly supervision to create development".

There were many opinions on the topic of the National Assembly's supervision activities contributing to the socio-economic development of the country.

National Assembly delegate Hoang Van Cuong - Member of the National Assembly's Economic and Financial Committee - said that supervision must accompany and go hand in hand with the implementation process, not have to wait until the implementation is complete before going to supervision because that becomes like going to inspect and check.

"Because supervision is to promptly detect problems, at that time there will be recommendations for adjustment. This will bring more benefits to the subjects under supervision" - delegate Cuong shared.

Delegate Cuong presented a series of documents about the benefits of supervision. Through monitoring, we have discovered unreasonable things.

For example, the donated assets do not have documents, do not have donation contracts, the declared prices are incorrect... So how to convert those assets into public assets? Through supervision, we have handled this problem.

Or through monitoring the implementation of Resolution 43/2022/QH15 on the policy of reducing VAT by 2% (reducing VAT from 10% to 8%) in 2022, we have also removed obstacles in implementing this tax reduction policy.

"That proves that our supervision has resolved the problem" - Delegate Hoang Van Cuong also emphasized that supervision aims to remove obstacles and difficulties in implementing policies and laws, but not all difficulties and problems can be resolved.

From supervision to detect problems due to the implementation process, regulations and instructions for implementation.

Therefore, according to delegate Cuong, supervision needs to go in and grasp the problems of people and businesses; it is necessary to require policy-making agencies to explain the problems in regulations.

Ms. Nguyen Thuy Anh - Deputy Head of the Central Strategic Policy Department - said that supervision work must be strongly innovated in terms of content, methods and implementation organization.

Ms. Thuy Anh suggested that it is necessary to innovate methods and processes for applying digital transformation information technology in supervision.

In particular, it is necessary to improve the policy on the socio-economic supervision process, ensuring objectivity, science and practice. Promote the application of information technology to build a secure electronic database system, serving supervision work.

Enhance the entire apparatus, improve the capacity of the staff to do supervision work. At the same time, decentralization of inspection and supervision goes hand in hand with transparent discipline.

Meanwhile, Mr. Phan Duc Hieu - full-time National Assembly Delegate, member of the Economic and Financial Committee proposed to add more regulations to clearly define the goals and content of thematic supervision.

Accordingly, thematic supervision needs to focus on identifying and evaluating contents such as completeness and timeliness in issuing documents guiding the implementation of the Law and the organization of law enforcement.

At the same time, identify difficulties and obstacles in organizing the implementation of the Law and the quality of documents guiding its implementation. From there, assess the suitability, feasibility, effectiveness and other shortcomings of legal regulations related to the supervision topic.

According to Mr. Hieu, it is necessary to study and supplement regulations to clearly identify the responsibilities of the members of the monitoring team for the monitoring results, ensuring independence between monitoring activities.

Supplementing regulations to clearly identify the legal value of supervision resolutions and sanctions in case of failure to fully and promptly implement supervision resolutions.
