The Hanoi People's Committee has just submitted a document to the Hanoi People's Council on promulgating a Resolution on spending on activities to celebrate the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam in Hanoi.
Regarding the proposal to support forces to serve activities to celebrate the 80th anniversary of the August Revolution and National Day on September 2 in the area, the Hanoi People's Committee said that the purpose of expressing the concern of the City Party Committee, People's Council, and People's Committee for forces participating in the City's commemorative activities, because the forces participating in the service will have to focus on mobilizing for a long time, with high intensity, with professional and accurate requirements.
The submission of the Hanoi People's Committee stated that on December 8, 2021, the City People's Council issued Resolution No. 16/2021/NQ-HDND stipulating a number of contents and spending levels under the authority of the Hanoi People's Council (in Appendix 11 issued regulations on spending levels for sports competitions organized by Hanoi City); in which the spending levels for food and allowances for tasks during the tournament organization are stipulated.
At the time of 2021, the basic salary was 1,490,000 VND/month; now, the basic salary is 2,340,000 VND/month (an increase of 1.6 times compared to 2021); at the same time, there will be a ceremony, parade, and parade to celebrate the 80th anniversary of the August Revolution and National Day on September 2 of the City with an expected attendance of 30,000 participants (greater than the attendance of 6,000 people at the opening ceremony of the 10th Capital Sports Festival).
In addition, the practice time for commemorative activities, parades, and parades in Hanoi in the summer is very hot and hot, some gatherings, rehearsals, and rehearsals will take place in the evening.
Therefore, the Department of Culture and Sports proposes to double the expenditure level compared to the expenditure level prescribed in Resolution 16/2021/NQ-HDND dated December 8, 2021 of the City People's Council.
This expenditure level is also equivalent to the expenditure of Ho Chi Minh City carried out at the event celebrating the 50th anniversary of the Liberation of the South and National Reunification.
Specific proposals are as follows:
- Regarding the allowance regime during the days of direction, training, coaching, preliminary approval, coordination, final approval and performing official tasks:
+ Members of the Steering Committee, Organizing Committee; Heads and Deputy Heads of specialized subcommittees: 200,000 VND/person/day
+ Members of professional subcommittees: 150,000 VND/person/day
+ Force mobilization block (sitting): 100,000 VND/person/day
+ Training tour guide: 150,000 VND/person/day
+ Volunteer: 100,000 VND/person/day
+ Police, military, medical, security, reporter, newspaper and department: 100,000 VND/person/day
+ Service force: 100,000 VND/person/day
- Support diet during training, pre-examination, general approval and official duties (except for volunteers): 300,000 VND/person/day.
The estimated cost is about 53,728 billion VND from the city budget. The implementation unit includes units managing forces serving commemorative activities.
In addition, the Hanoi People's Committee also proposed spending nearly 17 billion VND to give gifts to delegates attending the celebration; giving gifts to outstanding people in especially difficult circumstances under the Central Committee of the Vietnam Fatherland Front and the reception and reception of delegates.
It is expected that the above content will be considered and approved by the City People's Council at the regular meeting in mid-2025 (the 25th session) held from July 8-19.
