Hanoi plans to build social housing priced under 18 million VND/m2

Hanoi plans to build houses according to the price model of less than 18 million VND/m2; surveyed in the market, most households can meet the requirements.

On February 27 at the Government Headquarters, a Government Standing Committee Conference on Working with State-owned Enterprises (SOEs) took place.

At the conference, a representative of the Hanoi People's Committee said that the city has a mechanism of assigning social housing planning areas (NOXH) to UDIC Urban Infrastructure Development Investment Corporation to build with the Corporation's capital.

After completing the foundation, they will sell to households according to the list provided by Hanoi based on the criteria of social housing in Hanoi based on people's income; people without houses in Hanoi or having houses but with dilapidated; prioritizing industrial parks focused on workers and towards poor households; there are no regulations on household registration.

Hanoi is implementing 3 concentrated project areas in Dong Anh district. Planning the largest area of nearly 200 hectares according to a model similar to commercial housing but with low costs. Hanoi plans to have houses according to the price model under 18 million VND/m2. A survey on the market shows that most households can meet the requirements.

With such a goal, in the near future in Kim Trung area, Dong Anh district will start a project with 14 buildings with over 1,000 apartments. Hanoi commits that all social housing projects will be completed within 2 years. Thus, the above project will be completed by the fourth quarter of 2026.

Also at the conference, the leader of UDIC Corporation said that at the end of 2024 (December 5, 2024), the Corporation had successfully started the social housing project in Ha Dinh urban area, contributing to the Government's social housing implementation program and project.

The Corporation's leaders have committed to shortening the progress from 36 months to 24 months to soon put this project into operation.

The Corporation has some recommendations to Hanoi City as well as the Government as follows:

First is the recommendation on institutions and policies: Propose to soon issue the amended Law on State Capital Management and Ownership, including strengthening the right to autonomy and self-responsibility for enterprises; amending Decrees 91/2015/ND-CP, Decree No. 32/2018/ND-CP and a number of decrees affecting the development of state-owned enterprises.

Continue to supplement and amend regulations on wages for employees and managers of limited liability companies with 100% state capital to be closer to the market.

Only then can state-owned enterprises recruit truly quality human resources, ensuring development in the coming time.

Second is the recommendation on implementation: Assigning and empowering the Hanoi People's Committee to decide to increase charter capital under the authority of the City People's Committee to promptly support businesses with ready capital sources to promptly implement production and business tasks in the period of 2025 and the following years;

To ensure the acceleration of the social housing construction project, UDIC proposed to the Government to consider assigning state-owned enterprises with sufficient financial capacity and experience in implementing social housing projects.

This will both ensure shortening investment procedures, speeding up project implementation progress, as well as creating resources and job opportunities for businesses.
