On the morning of November 12, the second Conference of the Hanoi City Party Committee Executive Committee (18th tenure) held a meeting to discuss important contents on personnel work and programs and regulations that are orientational and decisive for the entire term.
The City Party Committee will review and discuss 10 contents, including contents to ensure the leadership and direction of the City Party Committee and immediately implement the Resolution of the 18th City Party Congress.
The City Party Committee also considered and approved an important policy on decentralization of management of infrastructure, economic and social fields; decentralization of revenue sources, expenditure tasks; decentralization and delegation of tasks to the commune level.
Consider and approve the investment policy for the project to invest in the construction of a road connecting Gia Binh airport with Hanoi Capital under the public-private partnership (PPP) method, Construction - Transfer (BT) contract type.
In particular, the City Party Committee will consider and approve the Project on the number, names, and scope of responsibilities of the Committees of the Hanoi People's Council; the number of full-time City People's Council delegates of the Hanoi People's Council, term XVII, 2026-2031; implement the process of steps on the work of key city cadres.
Speaking at the opening of the conference, Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc said that the program of the second City Party Executive Committee Conference includes two important contents:
Firstly, the conference will conduct a process on personnel work, perfecting and introducing the perfecting of key positions in city leadership after the congress, including: Chairman of the City People's Council, Chairman of the City People's Committee, Vice Chairman of the City People's Council, Vice Chairman of the City People's Committee, Chairman of the City Party Committee Inspection Committee and adjusting the structure of the 18th City Party Committee Standing Committee.
Second, the conference will discuss and decide on many very important contents, not only for immediate orientation, but also for the long term, contributing to concretization, smooth, breakthrough and responsible implementation of the Central's strategic decisions and resolutions in the capital, which can be summarized into three specific groups:
The first group of contents, on the regulations and operation programs of the Executive Committee, includes: Working regulations of the City Party Committee Executive Committee, the Standing Committee of the City Party Committee, the Standing Committee of the 18th City Party Committee; Action program to implement the resolution of the 18th City Party Congress; Full-term work program of the 18th City Party Committee Executive Committee; Work program in 2026 of the City Party Committee Executive Committee, the Standing Committee of the 18th City Party Committee.
The second group of contents, on the inspection and supervision work of the City Party Committee, includes the working regulations of the 18th City Party Committee Inspection Committee, the full-term inspection and supervision program of the 18th City Party Committee, and the 2026 inspection and supervision program of the 18th City Party Committee.
The third group of contents is on socio-economic development, including decentralization of management of infrastructure, socio-economic fields, decentralization of revenue sources, expenditure tasks, decentralization of task authorization to the commune level; investment policy for the project to build a road connecting Gia Binh airport with Hanoi Capital under the public-private partnership method, construction - transfer contract type.
Noting a number of issues that the City Party Committee's Executive Committee requested to focus on researching and giving opinions, City Party Committee Secretary Nguyen Duy Ngoc emphasized that the Conference is very important and decisive in implementing the Resolution of the 18th Party Congress.
"The workload is very large, not much time, I suggest that you focus your intelligence, promote the highest sense of responsibility before the Party Committee and people of the Capital, and give opinions on the documents submitted to the Executive Committee," said Mr. Nguyen Duy Ngoc.
