The Hanoi Department of Construction is publicly seeking opinions to finalize the draft Regulation on urban lighting management in the area before submitting it to the Hanoi People's Committee for promulgation.
According to the Hanoi Department of Construction, in 2026, the City People's Committee assigned the unit to develop Regulations on urban lighting management to replace Decision No. 13/2011/QD-UBND dated March 29, 2011.
On January 29, 2026, the Department of Construction sent a document to departments, branches, People's Committees of communes, wards and related units to get opinions on the first draft.
Up to now, the draft has received many comments from agencies and units. In which, Hanoi City Police proposed to supplement regulations on lighting design in public spaces to effectively support the exploitation of images from the surveillance camera system, serving the work of ensuring security and order, traffic safety and urban order.
The Hanoi Department of Planning and Architecture proposed to supplement and amend contents related to urban lighting design, and at the same time clarify the responsibilities of departments, branches and commune and ward-level People's Committees in standardizing data and updating it to the lighting system.
Meanwhile, the Hanoi Department of Culture and Sports proposed to supplement regulations for architectural works, historical and cultural relics and symbolic works of the Capital.
According to this unit, the design of lighting for heritage works needs the opinion of cultural management agencies to ensure compliance with the original value, limiting the impact of distorting images and heritage space.
In addition, many communes and wards such as Dai Mo, Dong Ngac, Lang, Tung Thien, Tuong Mai, Vinh Hung... also contributed opinions on clarifying the role and responsibility of commune and ward authorities in urban lighting management.
The Hanoi Department of Construction said that it has received, researched and updated appropriate comments on the draft.
From now until the end of May 30, the Department will continue to publicly collect opinions on the second draft Regulation on urban lighting management in Hanoi City.
After the above time, the unit will summarize and complete the dossier and carry out the next steps according to the process of building legal normative documents.
The second draft includes 5 chapters, 28 articles, regulating urban lighting management in Hanoi City.
