The plan clearly states: The development of the Project must ensure objectivity, democracy, science, specificity, closely following the direction and guidance of the Central Government and closely following the local practical situation, in accordance with the planning and strategy for local socio-economic development, communities and residential areas; carefully assess the impact of the arrangement plan, forecast, identify arising difficulties and problems and develop specific solutions and solutions.
To develop a Project to continue reorganizing administrative units at all levels of the city, the City People's Committee assigned the Department of Home Affairs to preside over and coordinate with departments, branches, sectors, and districts to advise on the establishment of a Steering Committee of the City Party Committee on the implementation of reorganization of administrative units at all levels of the city.
The study and development of the Plan and Project on the arrangement of administrative units at all levels, in which, for the plan to arrange administrative units at the commune level, must report to the competent authorities of the city and report to the Ministry of Home Affairs in March 2025; Complete the Plan, submit to the Ministry of Home Affairs, the Government, the National Assembly Standing Committee in May 2025; For the Plan and Project on the arrangement of administrative units at district and provincial levels: Implement according to the Plan and Instructions of the Central Government.
To implement the Project, the People's Committee of Hai Phong City requires departments, branches, and districts to proactively advise the People's Committee to implement contents related to the development of the Project.
