On November 29, Mr. Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation chaired a conference to summarize the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".
Speaking at the Conference, Secretary of the City Party Committee Le Tien Chau suggested that in the coming time, Party committees and organizations at all levels should focus on implementing Conclusion No. 210-KL/TW, dated November 12, 2025 of the 13th Party Central Committee on continuing to build and perfect the organization of the political system in the coming time; reviewing and promulgating regulations on functions, tasks, and organizational structure of agencies, units, and organizations after merger and consolidation according to the new model; proposing and adjusting (if necessary) to ensure ro rangation of people, work, no overlap, no omission of functions and tasks.
Units continue to research, arrange and streamline the internal focal organization of agencies under the City Party Committee, People's Council, People's Committee and internal focal points of the City Vietnam Fatherland Front Committee; promptly perfect and arrange Party organizations in sync with the organizational arrangement; receive Party organizations under the Central Government to be directly under local Party Committees.
Secretary Le Tien Chau directed the arrangement of public service units under the City People's Committee and public service units under departments and branches; restructure or dissolve ineffective public service units. Along with that, study the arrangement and adjustment of existing public high schools, junior high schools, inter-level schools, and kindergartens; develop a plan to establish vocational secondary schools equivalent to high schools under the Department of Education and Training on the basis of merging vocational education centers and continuing education centers in the city. At the same time, rearrange vocational schools in the city to ensure that there are no more than 3 vocational schools (excluding schools that self-insure regular expenses or more).
Mr. Le Tien Chau also requested relevant departments, branches and units to develop a plan to establish the Geriatric Department under Viet Tiep Friendship Hospital and develop a project to establish a city-level Geriatric Hospital; arrange commune, ward and special-use health stations under the People's Committees of communes and medical examination points on the basis of previous commune-level health stations.
Administrative reform needs to continue to be promoted in conjunction with the application of science and technology and digital transformation, focusing on simplifying procedures, shortening work settlement processes, and reducing compliance costs for people and businesses. Units organize training courses, fostering and coaching on expertise and profession to improve the quality of commune-level cadres and civil servants. At the same time, build a professional and modern administration, operating openly and transparently, taking the satisfaction of organizations and citizens as a measure of service quality.
Units and localities will implement a plan to handle public assets that are redundant, unused, or ineffective public service establishments and offices; focus on implementing the Investment Plan, renovating, repairing, and arranging the headquarters of the Public Administration Service Center, online meeting rooms, and workplaces of commune-level cadres and civil servants...
