10,775 social housing units by the end of 2025
Conference on giving opinions on adjusting Resolution 09-NQ/TU, dated November 13, 2023 of the 16th City Party Committee Executive Committee on developing social housing in the city until 2030.
According to the report of the City People's Committee Party Committee, from 2021 to 2025, Hai Phong City has been investing in the construction of 23 social housing projects for workers and low-income people, with a scale of about 26,715 apartments (East: 19 projects, about 23,848 apartments; West: 4 projects, about 2,867 apartments). Of which, in the period of 2021 - 2024, a total of 5,904 units have been completed. In 2025, investment and construction of about 20,811 units are being continued; it is expected that by the end of 2025, about 10,775 units will be completed; the target assigned by the Prime Minister will be 10,694 units.
In the 2026 - 2030 period, the city is preparing to invest, expected to complete in the period for 25 projects, with a scale of about 28,199 apartments (East: 20 projects, 23,511 apartments; West: 5 projects, 4,688 apartments); of which 14 projects have investors with a scale of about 15,639 apartments; 11 projects are selecting investors with a scale of about 12,560 apartments.
The whole city has, is and is about to implement 48 social housing projects with a total scale of about 54,914 units, equal to 111% of the target assigned by the Prime Minister (49,400 units). This is the basis for the city to strive to complete the target assigned by the Government for the entire period of 2021 - 2030.
Adjusting and supplementing goals and solutions for social housing development
In the context of the city's new development, to ensure unity and synchronization with the Central Government's policies and the city's socio-economic development targets after the arrangement of administrative boundaries, the Party Committee of the City People's Committee reported to the City Party Committee Executive Committee to approve the adjustment of Resolution No. 09-NQ/TU. Accordingly, adjust the goals and targets for social housing development in the period of 2021 - 2030 to suit the new administrative boundaries of the city after the merger. Updated the total target for social housing development of Hai Phong city (new) by 2030 is 49,455 units, based on the consolidation of the target of Hai Phong city (old), Hai Duong province (old) according to Decision No. 444/QD-TTg dated February 27, 2025 of the Prime Minister and the target assigned in the Resolution of the 1st City Party Congress, term 2025 - 2030.
The City Party Committee also agreed to adjust Resolution 09-NQ/TU. Secretary of the City Party Committee Le Tien Chau assessed that Resolution No. 09-NQ/TU, dated November 13, 2023 of the 16th City Party Committee Executive Committee has achieved important initial results, creating a positive change in the development of social housing in the city.
The Secretary of the City Party Committee emphasized that the adjustment and supplementation of goals, tasks and solutions on social housing development must closely follow the new policies of the Central Government, in accordance with the overall planning and new development space of the city. Therefore, the Party Committee of the City People's Committee leads the City People's Committee to direct relevant departments, branches, localities and units to urgently update and adjust relevant programs, plans and projects. Thereby, effectively organizing the implementation of the contents amended and supplemented in this Resolution.
