The Standing Committee of the City Party Committee has just given its opinion on the development of an investment plan, renovation, repair, and arrangement of the headquarters of the Public Administration Service Center, online meeting rooms and workplaces for commune-level cadres and civil servants.
According to the report of the City People's Committee Party Committee, most of the headquarters chosen as the main workplace are facing overload and shortage of facilities; often not enough space to meet the increasing number of cadres and civil servants, leading to a shortage of offices and meeting rooms, affecting work efficiency. Many headquarters do not have enough facilities such as reception rooms, archives, or even toilets, parking lots suitable for the population size and new workload.
Regarding geographical distance, with the merger, some people have to travel longer distances to the new headquarters to resolve administrative procedures, causing inconvenience. Along with that, information technology infrastructure and digital transformation in many localities are still stuck and inadequate due to unsynchronization, many equipment systems are old and broken; the limited broadband Internet connection does not ensure smooth and efficient operation of local authorities at both levels.
The investment, renovation, repair, and arrangement of the headquarters of the Public Administration Service Center, online meeting rooms, and workplaces of commune-level cadres and civil servants is urgent, central, and urgent to ensure the smooth and effective operation of local governments at both levels.
The plan has classified it into groups for renovation, repair, upgrading, and investment in commune-level administrative headquarters to save investment costs and avoid waste; at the same time, set specific goals and completion time for each group. In which, group 1 for repairing working headquarters (not newly built) includes 25 localities that meet the requirements for land area and construction scale. Group 2, consisting of 81 localities, will renovate, repair and invest in expanding the office. Group 3 is to invest in building new offices including 8 localities with the characteristics of old offices with narrow areas, not enough space for expansion (in particular, the headquarters of An Truong commune is within the scope of site clearance for the Trang Due 3 Industrial Park Project), so investing in building new offices for these 8 localities is necessary. The total estimated implementation cost is about VND 3,156 billion, of which the regular expenditure from the city budget is about VND 644 billion, the medium-term public investment in 2026-2030 is about VND 2,512 billion.
The issuance of the Plan for investment, renovation, repair, and arrangement of the headquarters of the Public Administration Service Center, online meeting rooms, and workplaces of commune-level cadres and civil servants will serve as a basis for the implementation of the communes, wards, and special zones to ensure completion on schedule.
The Standing Committee of the City Party Committee unanimously approved the above content and assigned the Party Committee of the City People's Committee to absorb the opinions at the meeting and direct the implementation of procedures according to regulations.
