At the meeting, Mr. Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee reported the results of the implementation of the socio-economic development plan, national defense and security in 2025 and the goals, tasks and solutions for 2026 of Hai Phong City.
Accordingly, in 2025, the city has completed the set socio-economic tasks and goals. In terms of economy, the GRDP growth rate continues to maintain double-digit growth momentum, estimated at 11.81%, 1.47 times higher than the national average growth rate (the national average GRDP is estimated at 8%); ranked 2nd nationwide (after Quang Ninh province at 11.89%). Currently, the scale of Hai Phong's economy ranks 3rd nationwide, estimated at approximately 30 billion USD. Total state budget revenue reached over VND 187,000 billion, equal to 127% of the central budget estimate, up 23.1% over the same period last year.
Total investment capital implemented in the area is estimated at 321,000 billion VND, an increase of 15.6% compared to 2024; exceeding the annual plan. Attracting tourists reached 14.43 million, an increase of 23.4% compared to 2024. Export turnover reached 50.14 billion USD, up 8.5% compared to 2024; exceeding the annual plan. The fields of culture, sports, healthcare, education, training, science, technology, digital transformation have achieved many positive results. Social security work has been fully, promptly and to the right subjects; the material and spiritual life of the people has been increasingly improved, leaving no one behind. The plan to repair, rebuild and eliminate temporary and dilapidated houses in the area has been completed, with a total of 1,453 households receiving support, exceeding the progress as required by the Prime Minister; completing the construction of 10,775 social housing units in 2025, exceeding the target assigned by the Government (10,694 units)...
The application of digital transformation and public service portals is being implemented synchronously. According to the monitoring and assessment information system on the implementation of Resolution No. 57, 114/114 commune-level units, the criteria for achieving "Green" status have been completed, making Hai Phong the first locality to achieve "green" status on the map to monitor the implementation of Resolution 57.
The 32nd session will review 27 reports and approve 47 resolutions. In particular, considering thematic resolutions to concretize the Party's guidelines and policies and the State's laws, creating a mechanism to promote potential and strengths, promote socio-economic development, and meet the requirements and tasks of the two-level local government model.
