Attending the meeting were Mr. Le Tien Chau - Secretary of Hai Phong City Party Committee, Mr. Nguyen Van Tung - Chairman of the City People's Committee; Mr. Do Manh Hien - Standing Deputy Secretary of the City Party Committee; Mr. Pham Van Lap - Chairman of the City People's Council; leaders of the National Assembly Delegation and the City People's Council, People's Committee, Vietnam Fatherland Front Committee; delegates of the City People's Council and leaders of departments, branches and localities.
The 19th session has many important and urgent contents to promptly remove obstacles to promote the city's socio-economic development in 2024, promptly support to overcome the consequences of storm No. 3 in the city.
At the meeting, the City People's Council reviewed the submissions of the City People's Committee, the Inspection Reports of the City People's Council Committees, and the draft Resolutions submitted by the Session Secretary. The City People's Council delegates upheld their sense of responsibility, carefully studied the issues, and voted and unanimously passed 16 Resolutions, including:
1. Approve the addition of employees and labor contracts receiving state budget salaries to implement the organizational structure arrangement of public service units in 2024.
2. Amending and supplementing a number of articles of Resolution No. 02/2023/NQ-HDND dated July 18, 2023 of the City People's Council on new rural construction in Hai Phong City for the period 2021 - 2025.
3. Terminate the validity of Resolution No. 29/NQ-HDND dated December 8, 2017 of the City People's Council on the Planning for the development of the public passenger transport network by bus in the city until 2025, with a vision to 2030.
4. Adjusting the investment policy of the Project to clear the site of Kien An District People's Court, Phase II, to build the yard, entrance road, gate, and fence.
5. Adjusting the investment policy for the road project connecting Nguyen Luong Bang Street with Tran Nhan Tong Street (Kien An District).
6. Adjusting the investment policy of the Dai Thang axis road construction investment project (section from Pham Van Dong street to the connecting route with the road to the resettlement area, road cross-section 25m), Hoa Nghia ward (Duong Kinh district).
7. Adjusting the investment policy of the new construction investment project of Nhi Duc Kindergarten (Kien An district).
8. Support investment funding for the project to build an office building, multi-functional hall and auxiliary works of the Hai Phong City People's Procuracy.
9. Stop issuing local government bonds in 2024 in Hai Phong City.
10. Adjusting the state budget revenue estimates in the area; local budget revenue, expenditure and local budget allocation in 2024.
11. Adjustment and supplementation (3rd time) of the City's public investment plan for 2024.
12. Estimated (2nd time) City public investment plan for 2025.
13. Adjustment and supplementation (9th time) of the city's medium-term public investment plan for the period 2021 - 2025.
14. Comments on the city's medium-term public investment plan for the period 2026 - 2030.
15. Adjust investment projects requiring land acquisition in the city.
16. Adjust the list of projects and works to change the purpose of using rice-growing land, protective forest land, special-use forest land, and production forest land in the city in 2024.
Closing the Session, Chairman of the Hai Phong City People's Council Pham Van Lap requested that immediately after the Session, the City People's Committee urgently direct the development and implementation of a plan to organize the implementation of the Resolution in accordance with the urgent nature of the Session and have specific results in the last 3 months of 2024. Continue to direct support for localities, businesses and people to overcome the consequences of storm No. 3; study and develop projects, propose to issue policies and mechanisms to promptly build old, degraded apartment buildings. Have a comprehensive and sustainable plan to improve the ability to prevent natural disasters in the context of climate change to ensure the safety of people's lives; property of people, businesses and the State.
