Hai Phong City Party Committee plans to reorganize and streamline its apparatus as follows: The City Party Committee's Mass Mobilization Committee will merge with the City Party Committee's Propaganda Department; end the operation of the City Health Care and Protection Committee, transfer its tasks to the City Party Committee's Organization Committee, the Department of Health and Viet Tiep Friendship Hospital, end the operation of the Party Committee of the City's Agencies and the Party Committee of the Enterprise Sector and Party delegations, and Party executive committees directly under the City Party Committee.
Hai Phong will establish the Party Committee of the Party, mass organizations, People's Council, and the city's judiciary; establish the Party Committee of the city's government. The city will merge Hai Phong Radio and Television Station and Hai Phong Newspaper, and establish the Hai Phong City Press and Communications Center, directly under the Hai Phong City Party Committee.
Agencies and units under the Hai Phong People's Committee are oriented to merge 12 departments into 6 departments. Specifically, the Department of Planning and Investment and the Department of Finance will be merged; the Department of Transport and the Department of Construction; the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; the Department of Culture and Sports and the Department of Tourism; the Department of Information and Communications and the Department of Science and Technology. Hai Phong will also merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs, transfer the management function of vocational education to the Department of Education and Training, and transfer the state management function of social protection, children, and prevention of social evils to the Department of Health.
At the same time, Hai Phong City will also end the operations of branches under specialized agencies of the City People's Committee, transferring tasks to specialized departments under specialized agencies of the City People's Committee.
Hai Phong plans to merge a number of project management boards under the City People's Committee and end the operations of project management boards under departments, branches and equivalents, transferring tasks to the city's project management boards after restructuring and merging.
Regarding the organization of the Trade Union, the city ended the activities of the industry and block trade union organizations, transferred the tasks to the Hai Phong City Labor Federation; transferred the organization, staff, and payroll of the district-level Labor Federation to the district and county Party Committees for direct management.
According to the plan, the Standing Committee of the Hai Phong City Party Committee requires Party committees, Party organizations, agencies and units to proactively develop and complete the Project (or plan) to arrange and streamline the organizational apparatus according to assigned tasks and send it to the City Party Committee's Organization Committee before January 15, 2025 for synthesis and reporting to the Standing Committee of the City Party Committee and the City Party Executive Committee.
