After more than 3 months (from July 1), the implementation of the 2-level local government model has achieved many results, basically achieving the set goals, especially in personnel work and organizational structure.
According to the latest report, administrative agencies at all levels have been basically improved in organization, arranged enough personnel and clearly defined in functions, tasks, and authority.
However, the implementation process still has many problems, and there are still problems that need to be resolved, such as the situation of surplus and shortage of staff; the number of work is not commensurate with the number of staff. Some officials are still limited in management capacity, legal capacity, professional capacity, digital transformation capacity, and creativity.
On October 6, Prime Minister Pham Minh Chinh signed Decision No. 2179/QD-TTg assigning members of the Government to preside over working with localities on many important contents, including the implementation of 2-level local governance.
The Prime Minister has also requested localities to continue reviewing and assessing the current situation of cadres and civil servants, especially at the commune level, to overcome the situation of surplus, shortage or failure to meet the requirements of the task.
The results of the assessment must be reported to the Politburo and the Government before October 15, 2025 through the Central Organizing Committee and the Ministry of Home Affairs.
Regarding the organization of the apparatus and personnel, the Prime Minister directed to continue reviewing and assigning to localities where there is a shortage; some cadres with limited capacity must improve their own capacity and the agencies must increase training, guidance and coaching.
One of the urgent solutions is to increase human resources for the commune level, especially in in specialized fields.
At the online conference of the Government with localities on October 5, Minister of Home Affairs Pham Thi Thanh Tra emphasized that some localities such as Hai Phong, Thanh Hoa, Hanoi, Da Nang, Ho Chi Minh City have done a very good job of strengthening provincial-level cadres and civil servants to support the commune level, contributing to removing difficulties and improving the efficiency of governance at the grassroots level. This is a huge task that needs to be focused on and focused on to meet the requirements of the task.
The Minister of Home Affairs also said that it is necessary to invest in upgrading facilities and information technology infrastructure, organizing training and fostering for cadres, civil servants and public employees to ensure connectivity, effectively serving the work of directing, operating and providing online public services.
The Minister also suggested that localities urgently establish public service units to provide basic and essential public services at the commune level, while strengthening areas facing difficulties such as agricultural extension activities at the grassroots level, according to the direction of the Politburo and the Prime Minister.
The Ministry of Home Affairs is also assigned to directly urge and inspect localities in implementing the increase of provincial-level cadres and civil servants to the commune level.
