On the morning of November 29, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils (PCs).
Contributing to the Law project, delegate Nguyen Thi Suu (Thua Thien Hue Delegation) was interested in the supervisory authority of the People's Council of the higher administrative unit over the lower administrative units that do not have a People's Council (in Article 5a).
This delegate said that instead of assigning the National Assembly to regulate the "Supervisory authority of the People's Council, the Standing Committee of the People's Council, the People's Council Committees, the People's Council Delegation Groups and the People's Council Delegates of the superior administrative units over the subordinate administrative units that do not organize the People's Council", it is recommended to regulate it right in this draft Law.
“The Law specifies one of the three functions of the National Assembly. It is necessary to limit the National Assembly from issuing additional documents under the Law to avoid a vicious circle in resolving jurisdiction…” – delegate Nguyen Thi Suu said.
Contributing to the discussion, delegate Huynh Thi Hang Nga (Tra Vinh delegation) suggested that the drafting committee add regulations on the responsibility of the People's Committee in places where there is no People's Council at the same level, sending the decision it has issued to the People's Council at the higher level no later than 3 days from the date of signing the document.
Regarding the rights of agencies, organizations and individuals subject to supervision, delegates suggested that the drafting committee further stipulate specific mandatory responsibilities for these entities.
At the same time, it is necessary to supplement truly effective solutions to strengthen monitoring, urging, and binding the responsibilities of the agencies under supervision, ensuring full, timely, and serious implementation of supervision conclusions and recommendations.
Supplementing regulations on sanctions in cases where agencies and individuals fail to implement conclusions and recommendations within the deadline or do not comply with requirements.
Regulate the responsibility of media agencies in reflecting the situation and results of implementing supervision conclusions and recommendations; strengthen the responsibility for monitoring and urging the implementation of supervision conclusions and recommendations.
