Deadline for resolving benefits for thousands of non-specialized commune-level personnel

34 provinces and cities across the country will end operations for non-specialized workers (NHĐKCT) at the commune level before May 31.

Over the past time, localities have urgently developed, promulgated and organized the implementation of plans to arrange, use, and resolve regimes and policies for NHĐKCT at the commune level.

In Gia Lai, from July 1, 2025 to now, the province has resolved about 3,000 cases of benefits. More than 1,000 remaining people will be completely resolved before May 31, 2026. The level of support for resolving benefits ranges from tens of millions of VND to hundreds of millions of VND per case, depending on the time of social insurance participation.

According to the Gia Lai Provincial Department of Home Affairs, localities that still have needs and staffing targets will prioritize arranging jobs under contract for non-specialized contractors at the commune level with sufficient capacity and professional qualifications.

Some other cases will be considered for arrangement to villages and neighborhoods after completing the reorganization of grassroots administrative units.

In Ho Chi Minh City, statistics up to May 2026 show that the whole city has 5,017 NHĐKCT working in the Party bloc, Fatherland Front, and commune-level government. However, the People's Committees of wards and communes calculated that only 944 people are eligible for consideration for recruitment into civil servants and public employees.

Thus, there are still 4,073 NHĐKCTs that need to have plans to arrange and resolve regimes and policies when they end use on May 31.

In addition to the support policy according to Decree 154/2025/ND-CP of the Government, the Ho Chi Minh City People's Committee proposes to support 1.5 times the base salary for each year of work for cases that do not continue to work in the public sector, corresponding to 3,510,000 VND/year.

In case NHĐKCT continues to work in the public sector, the support level is 1 time the base salary for each year of work, corresponding to the support level of 2,340,000 VND/year.

Thus, it is estimated that the Ho Chi Minh City budget will spend more than 95 billion VND to support more than 4,000 NHĐKCT to quit their jobs. The additional support policy is expected to be submitted to the Ho Chi Minh City People's Council for consideration and approval at the specialized meeting in May 2026.

In Dong Thap, the Standing Committee of the Provincial Party Committee requested the Party Committee of the Provincial People's Committee to preside over and coordinate with the Organization Committee of the Provincial Party Committee to lead and direct the Provincial People's Committee to urgently resolve regimes and policies for people who do not continue to participate in non-specialized activities in villages and residential groups, report to the Standing Committee of the Provincial Party Committee; complete before June 5, 2026.

In Hai Phong, from May 31, the Commune-level People's Committee implemented the termination of prolonged support activities, not paying monthly allowances to NHĐKCT at the old commune level.

For NHĐKCT at the old commune level holding non-specialized positions in villages and residential groups, if they wish to quit their jobs before May 31 to enjoy the regime and policy of streamlining staff according to Decree No. 154, they must have a decision from a competent authority on the termination of holding non-specialized positions in villages and residential groups.

In case NHĐKCT at the old commune level still continues to hold non-specialized positions in villages and residential groups, they are not entitled to policies as prescribed in Clause 4, Article 9 of Decree No. 154.

After May 31, if there is a need to retire to enjoy the staff streamlining policy, they must be subject to Article 10 of Decree No. 154 of the Government (enjoying policies according to NHĐKCT subjects in surplus villages and residential groups due to the arrangement of villages and residential groups to retire immediately from the time of the arrangement decision of the competent authority).
