At the 10th Session, the 15th National Assembly passed the Law on Civil Servants in 2025. This Law takes effect from July 1, 2026.
Article 43 of the 2025 Law on Public Employees clearly states that by July 1, 2027, ministries, branches, central and local agencies, and public service units must complete the arrangement to job positions and arrange corresponding salaries for civil servants recruited before the effective date of this Law under the management scope according to the provisions of this Law.
From the effective date of this Law, people on probation according to the provisions of the Law on Civil Servants No. 58/2010/QH12, have been amended and supplemented with a number of articles according to Law No. 52/2019/QH14, with salaries corresponding to recruitment job positions.
Officials recruited before July 1, 2003 have rights and obligations and are managed as civil servants working under indefinite-term labor contracts according to the provisions of the law on civil servants.
Officials recruited from July 1, 2003 to before the effective date of this Law shall continue to perform the work contract signed with the public service unit, have rights and obligations and shall be managed in accordance with the provisions of this Law and relevant legal provisions.
Thus, no later than July 1, 2027, all civil servants will be paid according to job position.

Dr. Nguyen Tien Dinh - former Deputy Minister of Home Affairs - emphasized that arranging civil servant salaries according to job positions and titles is a scientific approach, applied by many countries around the world.
Determining accurate job positions is the foundation for determining the correct staffing, personnel structure and appropriate salary level, following the general trend of the international community. Therefore, a "key" is to build and perfect the job position.
"Removing the old mechanism to paying salaries based on work value ( job position and title), ensuring fairness, efficiency and transparency" - Mr. Dinh said.
According to National Assembly delegate Bui Hoai Son (Hanoi), right from Resolution 27/2018 of the Central Executive Committee (on reforming salary policies, orienting the development of a new salary table system according to job positions, titles and positions), the issue of the new salary table according to job positions has been clearly established.
Paying salaries according to job positions and titles is a scientific approach, in line with international practices, which many countries have been implementing.
"Paying salaries according to job positions is a new mechanism to replace the way of calculating salaries "leveling" based on ranks and seniority, so that salaries are determined based on nature, job requirements, responsibilities, actual capacity, work efficiency, helping to create motivation and fairness" - delegate Bui Hoai Son said.
