The session is scheduled to take place on the afternoon of November 13 at the City Conference - Exhibition Center. The session will consider and give opinions on the following contents: Using bonus sources exceeding the estimates of revenue distribution between the central budget and local budgets in 2024 according to the provisions of the State Budget Law and reinvesting under special mechanisms; adjusting the state budget revenue estimate in the area; local budget revenue and expenditure and local budget allocation in 2025 of Hai Phong city after the arrangement.
At the same time, considering the regulation on the percentage of land use fee revenue division among budget levels in Hai Phong city in 2026; supporting funding for implementing a number of spending tasks in the security sector in 2025; adjusting and supplementing the City's Medium-term Public Investment Plan for the period 2021 - 2025; adjusting and supplementing the City Public Investment Plan in 2025.
The City People's Council will also consider regulating a number of environmental protection spending levels in the city and specifically defining environmental protection spending tasks for all budget levels; regulating the level of support for overcoming animal diseases in the city. Stipulate the principles, scope, support norms and the use of support funds for activities specified in Clause 2, Article 15 of Decree No. 112/2024/ND-CP dated September 11, 2024 of the Government in Hai Phong city; stipulate the tuition fees for public preschool and general education in the city from the 2025-2026 school year.
It is worth mentioning that at this session, the City People's Council will consider and give opinions on the regulations on the average additional income payment for cadres, civil servants, and public employees working in government agencies, the Party, and organizations managed by Hai Phong City.
