On November 12, the People's Council of Hung Yen province, term XVII, 2021 - 2026, held the 33rd Session to review and decide on a number of important contents on personnel work and pass many resolutions under its authority.
Speaking at the opening of the session, Mr. Tran Quoc Van - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: The contents presented at the session are all of practical significance, directly affecting the strengthening of the organizational apparatus, ensuring the legitimate rights of cadres, civil servants, public employees and workers; at the same time creating motivation to promote rapid and sustainable development of the province.
To achieve high results in the session, Mr. Tran Quoc Van suggested that the Provincial People's Committee and the agencies drafting the submission and draft resolution report briefly, clarifying the legal basis, necessity and impact of each policy. The Provincial People's Council Committees need to conduct objective and close examinations; Provincial People's Council delegates carefully study documents, contribute enthusiastic and accurate opinions, especially on contents related to personnel work, finance, administrative reform and human resource development.

At the meeting, the Provincial People's Committee submitted to the Provincial People's Council for consideration and approval of many important contents such as: policies to support cadres, civil servants, and public employees working at the Public Administration Service Center; regulating the regular expenditure allocation of the local budget in 2026; decentralizing revenue sources and expenditure tasks between budget levels from 2026; preferential investment policies in the fields of digital transformation, network security, semiconductors, electronic components, and innovation in the period of 2025 - 2030.
The meeting also considered adjusting the public investment plan for 2025; regulating the percentage of land rental prices, land with water surface; policies to support the protection of rice-growing land, overcoming animal diseases; along with many financial contents, working regimes, conferences and labor arrangement after the merger of provinces.
The Committees of the Provincial People's Council, including the Legal Committee, the Economic - Budget Committee and the Cultural - Social Committee, presented inspection reports for the draft resolutions. Provincial People's Council delegates discussed and proposed to carefully review regulations on land, revenue decentralization, land rental prices, and agricultural support policies to ensure compliance with reality.
