Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 2543/QD-TTg dated November 21, 2025 to provide emergency funding to the provinces of Khanh Hoa, Lam Dong, Gia Lai and Dak Lak to overcome the damage caused by floods.
According to the decision, support 700 billion VND from the central budget reserve in 2025 for 4 localities: Khanh Hoa, Lam Dong, Gia Lai, Dak Lak (including: Khanh Hoa province 200 billion VND, Lam Dong province 200 billion VND, Gia Lai province 150 billion VND, Dak Lak province 150 billion VND) to overcome the damage caused by floods as proposed by the Ministry of Finance in Document No. 18072/BTC-NSNN dated November 20, 2025.
The People's Committees of the provinces are responsible for proactively balancing local budget expenditures, along with the funds supported by the central budget and other legal financial resources to implement urgent tasks to overcome the consequences of natural disasters according to regulations.
The People's Committees of the provinces manage and use the above additional funds to ensure publicity, transparency, correct use purposes, correct subjects, correct regulations of the law on the state budget and other relevant legal documents, without loss or negativity.
In the past few days, there has been a lot of heavy rain in the Central region, floods on rivers from Quang Tri to Khanh Hoa have exceeded alert level 2 to alert level 3, many places above alert level 3, especially on some rivers in Dak Lak and Khanh Hoa, exceeding the historical flood level in many years.
Heavy rain, especially heavy floods, combined with high tides caused extremely serious flooding (according to the Ministry of Agriculture and Environment, there are about 52,000 houses in more than 128 communes and wards in the provinces: Gia Lai, Dak Lak, Khanh Hoa and Lam Dong are deeply flooded); many residential areas are deeply flooded, water flows rapidly, causing isolation and isolation, some places are still inaccessible, and there is a risk of food shortage in the coming days.
The entire political system, especially the military, police, local authorities and people, have taken drastic and urgent actions in a timely manner, contributing to limiting damage; localities have proactively organized the evacuation of 18,408 households, with 61,035 people in areas at risk of landslides and flooding; giving students a day off.
Floods have killed 41 people, 9 people are missing; 167 houses were damaged, 51,138 houses were flooded (Gia Lai 19,200, Dak Lak 22,938, Khanh Hoa 9,000); Khanh Hoa, Gia Lai, Dak Lak provinces are flooded over a wide area in many wards/communes (Khanh Hoa: 54 communes/wards; Gia Lai: 35 communes/wards; Dak Lak: 34 communes/wards).
Regarding traffic, there are currently 30 locations on national highways that are partially flooded, causing traffic congestion. Many locations on provincial roads and inter-commune roads were deeply flooded and landslides caused traffic jams.
Regarding electricity, more than 1 million customers had power outages, more than 457,000 customers were restored, and there was a power outage for 553,250 customers.
