Prime Minister Pham Minh Chinh has just signed Decision No. 2485/QD-TTg dated November 14, 2025 on emergency financial support for Hue City, Quang Ngai Province, Gia Lai Province and Dak Lak Province to overcome the consequences of natural disasters.
According to the decision, support 700 billion VND from the central budget reserve in 2025 for 4 localities to have more focused resources to support housing for people (rebuilding collapsed houses, repairing houses with unroofed roofs, ...), stabilizing residents in urgent disaster areas, restoring essential infrastructure works (education, healthcare, transportation, irrigation, ...).
Localities supported to overcome the consequences include: Hue City 100 billion VND, Quang Ngai province 100 billion VND, Gia Lai province 300 billion VND and Dak Lak province 200 billion VND as proposed by the Ministry of Finance in Document No. 17721/BTC-NSNN dated November 14, 2025. The Ministry of Finance is responsible for the contents, data reported and proposals and recommendations, ensuring compliance with legal regulations.
The People's Committees of provinces and cities are responsible for:
Proactively balance local budget expenditures, along with funds supported by the central budget and other legal financial resources to implement urgent tasks to overcome the consequences of natural disasters according to regulations.
Management and use of the above additional funds, ensuring compliance with the provisions of the law on the state budget and other relevant legal documents, ensuring correct purpose of use, correct subjects, publicity, transparency, no loss, negativity, waste.
Report the results of use to the Ministry of Finance, the Ministry of Agriculture and Environment and relevant agencies to synthesize and report to the Prime Minister.
This Decision takes effect from November 14, 2025.
Preliminary statistics according to the report of the Ministry of Agriculture and Environment, natural disasters in the area from Ha Tinh to Dak Lak have killed and left missing 90 people; 273 people were injured, 1,900 houses collapsed and drifted, 227,847 houses were damaged, roofs were blown off, 160,715 hectares of crops were damaged, 3,570 livestock and over 452,000 poultry died. 684 boats sank and were damaged; 63,327 aquaculture cages were damaged, 161 km of canals, 64.9 km of riverbanks and coasts were eroded, 253 km of traffic roads were eroded and damaged.
The total estimated damage is about nearly 30,000 billion VND.
