Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 214/CD-TTg dated November 12, 2025 on urgent statistics, assessment of damage and focus on quickly overcoming the consequences of storms and floods in the Central region.
In the telegram, the Prime Minister requested the Secretaries and Chairmen of the People's Committees of the provinces and cities: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak:
Direct to continue reviewing and accurately counting food support needs, promptly supporting accommodation, food, and necessities for households that have been damaged and have not been able to restore production and business activities, are at risk of hunger, especially pay attention to households with collapsed or flooded houses, policy households, and disadvantaged households.
Direct the grassroots government and competent agencies to urgently review and make complete and accurate statistics, make a list of households with collapsed, drifted houses, houses that were severely damaged and could not be restored, families belonging to poor households, families belonging to policy beneficiaries whose houses were damaged or had their roofs blown off by storms and floods.
From there, focus on immediately implementing the State's support policies according to current regulations before November 14, 2025.
Mobilize other resources from the Fatherland Front, businesses, philanthropists, organizations, individuals and arrange forces to support people to rebuild houses, to be completed before December 31, 2025, ensuring that people have new homes to celebrate the New Year and Lunar New Year of Binh Ngo.
For households that cannot rebuild their houses in their old places and are forced to relocate to ensure safety, local authorities must proactively arrange and allocate land funds in places that ensure the safety of the people.
The process of reviewing, evaluating, compiling statistics, making lists and organizing support must ensure publicity, transparency, combating acts of profiteering, corruption, negativity, and waste.
Focus on immediately restoring essential infrastructure works, first of all schools, health stations, hospitals to ensure learning for students and medical examination and treatment services for people immediately after the storm and flood.
Resolve the incident as quickly as possible to restore electricity, water, and telecommunication waves; repair traffic works, irrigation works, dams, and dykes damaged or damaged in natural disasters.
Synthesize a full and accurate report on the damage situation, the work of overcoming the consequences of storms and floods in the area, specifically propose support needs from the central government (if any) to the Government Office, the Ministry of Finance, the Ministry of Agriculture and Environment and relevant agencies on November 13, 2025 to synthesize and report to the Prime Minister according to regulations.
The Minister of Finance directs the immediate implementation of support policies and timely insurance payments for businesses to restore production and business activities after storms and floods.
The State Bank of Vietnam is studying preferential credit packages to support people and businesses to overcome the consequences of floods and storms and restore production and business.
The Minister of National Defense and the Minister of Public Security direct the deployment of military, police and other forces according to local requests to continue supporting people to overcome the consequences of storms and floods, especially in the restoration of educational institutions, health facilities, housing and traffic works.
