On the afternoon of August 6, in Hanoi, General Luong Tam Quang - Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security - chaired the meeting in July 2025, deploying work in August 2025; evaluating 1 month of implementing the organizational apparatus according to the new administrative boundaries of the Ministry of Public Security.
According to the Ministry of Public Security's Electronic Information Portal, the Public Security force has quickly and smoothly deployed the model of 34 local police, 3,319 commune-level police; at the same time, actively supporting the political system in implementing administrative procedures to serve the people.
Up to now, the 2-level local police model has not caused major problems, the quality and efficiency of serving the people are better, especially in handling administrative procedures of the commune-level police, and has been recognized, highly appreciated, agreed and supported by the people.
National security continues to be maintained; the work of grasping the situation and advising on strategies remains effective; some aspects of foreign security and domestic security work have moved faster, more effectively, in the right direction and closely following reality.
Emphasizing a number of tasks that need to be focused on in August and in the coming time, Minister Luong Tam Quang requested that the Public Security of units and localities focus all efforts on absolutely protecting security and safety for activities to celebrate the 80th anniversary of the successful August Revolution and National Day on September 2; solemnly and meaningfully implement activities to celebrate the 80th anniversary of the People's Public Security Traditional Day and the 20th anniversary of the National Day for National Security Protection, focusing on Commemorative Ceremonies, not allowing any small-scale evacuation.
With the task group "The Four pillars" - 4 Resolutions of the Politburo, Minister Luong Tam Quang suggested that in implementing Resolution 57, the heads of public security of units and localities must take responsibility before the Ministry, focus on directing the drastic implementation of digital transformation tasks at their units and localities.
Regarding the fight against crime, the Minister of Public Security emphasized that the Ministry is currently directing the implementation of peak periods in the fight against all types of crimes. The host units must ensure the correct peak nature, strongly attack and suppress all types of crimes, and the results of each month are higher than the previous month.
The police of the newly merged 23 localities have completed reviewing, adjusting and supplementing plans to fight against crime, ensuring security and order on the basis of development space and new administrative management, ensuring effective combat against all types of crimes and maintaining security and order in the area.
The Criminal Police Department focuses on detecting and destroying inter-provincial criminal gangs, not allowing complicated activities. The Traffic Police Department focuses on reviewing and advising on resolving shortcomings in traffic organization leading to traffic congestion and accidents; creating strong changes in the application of information technology in ensuring traffic order and safety.
The Minister requested local police to focus on arranging and completing the arrangement of provincial police and commune-level police forces; ensure equipment for the work of commune-level police in accordance with the instructions of the Ministry, in the spirit of strengthening the grassroots to be able to maintain security and order from the grassroots.
