On January 21, at the 14th Party Congress, Member of the Party Central Committee, Secretary of the Party Committee, Minister of Culture, Sports and Tourism Nguyen Van Hung presented a paper "Promoting the biological strength of Vietnamese culture and people - the foundation for rapid and sustainable development of the country in the new era".
According to Minister Nguyen Van Hung, culture in the new era takes the happiness of compatriots and the nation as the basis. Culture is a front; building and developing culture is a long-term revolutionary cause, requiring revolutionary will and perseverance.
Only by highly promoting human resources, internal strength in the whole people, mobilizing all levels, all sectors, and the whole society to participate, can the cause of building and developing culture achieve victory.
Regarding some solutions, Minister Nguyen Van Hung emphasized that strong and comprehensive innovation of thinking, unified awareness of cultural and human development is an important foundation, endogenous resource, great driving force, pillar, and regulatory system for rapid and sustainable development of the country.
In particular, it is necessary to create a healthy cultural environment for good values to be nurtured, spread and effectively protected against the negative impacts of the market economy and digital space.
Focus on removing bottlenecks in investment mechanisms, ordering, and socialization in the cultural field; ensure unity and synchronization between cultural policies and economic, educational, scientific and technological policies and international integration.
Determining that investing in culture is investing in the sustainable development of the country, for the future of the nation. In parallel with mobilizing resources, it is necessary to improve the capacity of the cultural team - the human factor that directly creates and leads cultural values in the new era.
Officials working in the fields of culture, information, sports and tourism need to play a good role as "cultural seeders", so that good values are cultivated and nurtured from small things.
Each literary and artistic work must have the power to "move" people's hearts; each play must bring "the breath of life", bring "the stature of the nation and the times"; each book must carry a "line of life" in it... to aim for true - good - beautiful values. Cultural heritage must become a asset.
Sports for everyone must truly become a foundation, creating a breakthrough for high-performance sports, bringing glory to the Fatherland. Tourism must redraw the tourism map of Vietnam, and continue to be a bright spot of world tourism.

Another solution emphasized by Minister Nguyen Van Hung is to consider the development of cultural and creative economic industries as a new growth engine, directly contributing to GDP growth, creating high-quality jobs and increasing national soft power.
