On Monday, October 21, 2024, in accordance with the provisions of the Constitution and the Law on Organization of the National Assembly, the 8th Session of the 15th National Assembly solemnly opened at the National Assembly House, Hanoi.
Before the opening of the session, at 7:15 a.m., leaders of the Party, State, Vietnam Fatherland Front, and National Assembly deputies laid wreaths and visited President Ho Chi Minh's Mausoleum.
At 8:00 a.m., the National Assembly held a preparatory meeting. At the meeting, National Assembly deputies listened to the speech of National Assembly Chairman Tran Thanh Man and the report of the National Assembly Standing Committee on the reception, explanation, and adjustment of the proposed program of the 8th Session of the 15th National Assembly.
Then, the National Assembly discussed and voted to approve the program of the 8th Session of the 15th National Assembly.
Next, the National Assembly listened to a member of the Standing Committee of the National Assembly, Head of Delegation Affairs of the Standing Committee of the National Assembly, present a report on the dismissal of Mr. Tran Dinh Van, a member of the National Assembly Delegation of Lam Dong province, from his duties as a deputy of the 15th National Assembly.
At 9:00 a.m. the same day, the National Assembly held the opening session of the 8th Session. The National Assembly Chairman delivered the opening speech of the session.
Next, the General Secretary and President spoke.
The Prime Minister presented a report on the results of the implementation of the socio-economic development plan for 2024; and the projected socio-economic development plan for 2025.
The Chairman of the National Assembly's Economic Committee presented a report on the verification of the results of the implementation of the 2024 socio-economic development plan and the projected 2025 socio-economic development plan.
The Chairman of the Central Committee of the Vietnam Fatherland Front presented a report summarizing opinions and recommendations of voters and people sent to the 8th Session of the 15th National Assembly.
Member of the Standing Committee of the National Assembly, Head of Petitions of the Standing Committee of the National Assembly presented a report on the results of supervising the settlement of voters' petitions sent to the 7th Session of the 15th National Assembly.
After these contents, the National Assembly will hold a separate meeting on personnel work. From 4:30 p.m., the work related to the meeting content will be broadcast live on television and radio.
At the press conference held on October 20, Ms. Nguyen Thanh Hai - Head of Delegation Affairs of the National Assembly Standing Committee - said that according to the scheduled agenda of the session submitted to the National Assembly for approval, on the first day of the meeting, the National Assembly will conduct the personnel process for the position of President according to the provisions of the Constitution and the law.
Regarding the candidates, the Head of Delegation Affairs said that the implementation follows the principle of Party nomination and people election.
At the recent 10th Conference of the 13th Central Executive Committee, the Central Executive Committee voted and agreed to introduce qualified personnel and will submit them to the National Assembly to elect them to hold the position of President for the 2021-2026 term according to regulations.
"This is the concretization of the policies of the Party and the National Assembly" - Head of Delegation Affairs emphasized.
Regarding all personnel under the authority of the National Assembly, Ms. Nguyen Thanh Hai said that she will follow the provisions of the law in the arranged program to carry out the personnel under her authority.
