Nong Thon Ngay Newspaper/Dan Viet Electronic is the unit assigned to organize the implementation and synthesize, receiving the opinions of farmers before the Conference.
The conference took place in person, combined with online. Accordingly, at the main meeting point from the Government headquarters, there were about 300 delegates, including more than 150 typical farmers.

At 34 connecting points of provinces and cities, there were Standing members of the Provincial/City Party Committee; Chairmen of the People's Committees of provinces and cities; and representatives of departments, branches, Farmers' Associations, farmers, cooperatives, and enterprises in localities.
The 2025 Prime Minister's Dialogue Conference with Vietnamese farmers has the theme: " application of science and technology, innovation and digital transformation among farmers", to concretize the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science and technology, innovation and national digital transformation and Resolution No. 68-NQ/TW on private economic development in the new situation.
The conference will take place in an open format, where farmers and cooperatives will ask questions, exchange opinions, and directly propose to the Government, the Prime Minister, and leaders of ministries, branches, and localities. On that basis, the Prime Minister will work with leaders of ministries and branches to listen and discuss issues proposed by farmers to resolve difficulties and problems, and at the same time propose mechanisms and policies for resolution. At the end of the conference, Prime Minister Pham Minh Chinh will have an important concluding speech to clarify the issues at the dialogue and direct ministries, branches and localities to focus on implementing them according to groups of issues to support farmers.
According to the Central Committee of the Vietnam Farmers' Union, in preparation for this year's Dialogue Conference, the Central Committee of the Union has issued an official dispatch requesting the Farmers' Unions of provinces and cities to collect and receive opinions, proposals and recommendations from farmers. At the same time, assign and direct the Nong Thon Ngay Ngay nay/Dan Viet electronic newspaper to open the column "Farmers send their thoughts to the Prime Minister" and other receiving channels. As a result, after a short time, through the synthesis, there have been more than 5,000 opinions, proposals and recommendations from farmers, businesses and cooperatives sent to the Government and the Prime Minister.

The proposals and recommendations have been compiled, focusing on 5 main groups of contents that farmers hope the Government will continue to pay attention to. Specifically:
Firstly, mechanisms and policies to promote cooperation, transfer the application of science and technology in production, harvesting, preservation, and processing of agricultural products for farmers; solutions to support training and digital transformation for farmers; connect cooperatives - farmers - scientists, promote innovation in agriculture and rural areas.
Second, policies and solutions on credit, taxes, capital support for farmers to invest in developing high-tech, organic, circular, low-emission agriculture, herbal and specialty products; supporting deep processing for cooperatives and micro-enterprises; developing a large-scale logistics system to serve agricultural and commodity trade; connecting and supporting agricultural product consumption, especially the promotion and introduction of agricultural product consumption in the digital environment.
Third, strengthen solutions and measures to manage and control the quality of agricultural materials, stabilize prices of agricultural input materials; the problem of counterfeit, counterfeit, and poor quality goods; and food safety issues.
Fourth, pay attention to investing in infrastructure for agriculture and rural areas, especially internet infrastructure in remote areas, flood and landslide warning systems; mechanisms and policies to support production recovery after floods; attract businesses and farmers to participate, promote the agricultural insurance market.
Fifth, on planning specialized areas, developing brands, key industries and solutions to support farmers' participation; removing difficulties and obstacles in concentrating, accumulating agricultural land, unlocking land resources to develop agriculture and rural areas, creating sustainable livelihoods.

Comrade Luong Quoc Doan - Member of the Party Central Committee, Chairman of the Vietnam Farmers' Association said: "Based on the conclusion of the Prime Minister's direction at the 2024 Dialogue Conference, according to its functions and tasks, the Central Committee of the Vietnam Farmers' Union acts as a bridge to bring the opinions of farmers to the Government, the Prime Minister, ministries and branches. At the same time, synthesize reports to issue and supplement new mechanisms and policies to support and promote the development of agriculture, farmers and rural areas".
According to comrade Luong Quoc Doan, the organization of the Prime Minister's Conference on dialogue with farmers in 2025 is very important to evaluate and summarize the results achieved in the past 5 years, which is the final year of implementing the Resolution of the 13th National Party Congress on ecological agriculture, modern agriculture, civilized farmers and the 3rd year of implementing Resolution No. 19-NQ/TW on agriculture, farmers and rural areas to 2030; vision to 2045. The conference was also held promptly to listen to comments, advice, and discuss topics to implement Conclusion No. 219- KL/TW of the newly issued Politburo on continuing to implement Resolution No. 19.
The conference will be reported online on the Government Electronic Information Portal and Dan Viet Electronic Newspaper starting at 8:00 a.m. on December 10, 2025.
