Hung Yen improves the quality of supervision and contact with voters after administrative reorganization

Hung Yen - On October 21, the Standing Committee of the People's Council of Hung Yen province held a meeting with the Standing Committee of the People's Councils of communes and wards in the area.

The whole province currently has 10,337 commune-level People's Council delegates; 104/104 Chairmen and 103/104 Vice Chairmen of the People's Council have been completed, along with the team of leaders and deputy heads of the People's Council Committees to gradually complete. The units have successfully organized the first session, issued regulations, work programs and many places have proactively organized thematic sessions to resolve urgent local issues.

Supervision, contact with voters, and citizen reception activities are maintained in order, promoting the role of a bridge between the government and the people. The coordination between the People's Council and the People's Committee, the Vietnam Fatherland Front Committee and socio-political organizations is increasingly close, contributing to promoting socio-economic development, maintaining security and order in the area.

In addition to the achieved results, the activities of the People's Councils at the commune and ward levels still face many difficulties such as lack of experience in meeting management, limited facilities, and operating costs that do not meet requirements. Some places are still confused in the work of appraisal, supervision, organization of meetings or application of information technology in operations.

At the conference, leaders of the Provincial People's Councils disseminated and updated new points of the Law on Organization of Local Government 2025 and guiding documents for implementation, focusing on resolutions making, supervision, meeting organization and resolution of voters' petitions.

The Standing Committee of the People's Councils of communes and wards discussed enthusiastically and made many practical recommendations. Including proposals: the province should promptly review and issue general mechanisms and policies after the merger; increase revenue from land use fees decentralized to the commune level for infrastructure investment; consider raising allowances for village chiefs and heads of residential groups after the merger; at the same time, pay attention to solving problems of organizational structure, payroll, land management, urban planning, environmental protection, infrastructure investment and site clearance.

Concluding the conference, Mr. Tran Quoc Van - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council acknowledged the sense of responsibility, frankness, and construction of the delegates.

Mr. Van emphasized that the proactive, flexible and responsible spirit of the Standing Committee of the People's Councils at all levels, along with the support of the Provincial People's Committee and departments and branches, will be an important factor in helping the activities of the People's Councils at the commune level to become more effective and substantial, contributing to the sustainable development of Hung Yen province.

The Chairman of the Provincial People's Council requested the Standing Committees of the People's Councils of communes and wards to continue to fully improve the leadership positions and the People's Council Committees that are still lacking; promote the role of state power agencies at the grassroots level; improve the quality of management, innovate the content and methods of operation; focus on the quality of sessions, supervision, voter contact and citizen reception.
