The People's Committee of Hung Yen province has just issued Decision No. 2050/QD-UBND, approving the Project to reorganize public service units, state-owned enterprises and administrative organizations under departments, branches and sectors for the period 2025-2030.
To implement synchronously and effectively, the Provincial People's Committee requests heads of departments, branches, sectors, public service units, Chairmen of Commune and Ward People's Committees and Directors of state-owned enterprises to study and disseminate relevant documents, and include the content of the arrangement in the annual work plan. The implementation results will be associated with the quality assessment and classification of leading cadres of the agency or unit.
Agencies and units must seriously reorganize, dissolve, adjust functions, tasks, and powers, reduce focal points and structures within public service units; at the same time, plan the network, rank, perfect financial mechanisms and promote the socialization of public services. In particular, urgent tasks must be completed in December 2025, tasks by 2030 must develop a detailed plan, ensuring progress and quality.

The Provincial People's Committee assigned the Department of Finance to preside over and urge the arrangement and restructuring of state-owned enterprises and enterprises with state capital, ensuring on- schedule. The Department of Home Affairs coordinates to monitor and urge public agencies, units and localities to implement the Project; report weekly results for the Provincial People's Committee to grasp the situation.
State-owned enterprises shall reorganize and restructure according to their functions and tasks, in accordance with the directives of the Central and the province.
During the implementation process, if difficulties, problems arise or there are new documents from the Central Government, agencies, units and localities will send opinions to the Department of Home Affairs for guidance, synthesis and reporting to the Provincial People's Committee for direction and resolution. The Provincial People's Committee requests units to urgently organize implementation to ensure the set progress and quality.
