Mr. Nguyen Van Kha (character's name has been changed, working in Lam Dong) has sent a petition to the Ministry of Home Affairs on calculating the period of social insurance payment when considering salaries for civil servants and public employees.
He said that after being recruited as civil servants and public employees, some localities have also calculated the previous social insurance payment period to arrange salaries, but some places have ignored it, only calculating it from the time of recruitment.
He gave an example: A person who became a civil servant in 2023 is classified as a salary coefficient 3.0 because he has paid social insurance for 6 years before. However, also in 2023, Company B was recruited as a civil servant in another unit, although he had paid social insurance for 6 years, but was only allowed to calculate the salary coefficient of 2.34, meaning he could not accumulate the time he had paid insurance before.
"Is the salary when passing the civil service exam for civil servants and public employees calculated based on the time of previous social insurance payment?" - he suggested.
Regarding the reader's petition, the Ministry of Home Affairs responded on the Electronic Information Portal.
Accordingly, on June 27, 2024, the Minister of Home Affairs issued Circular No. 05/2024 on regulations on standards and conditions for considering promotion to Grade II and Grade I for administrative civil servants, secretaries, and archival officials who are recruited or accepted as civil servants.
In particular, Article 4 of this Circular stipulates salary arrangement for those recruited and accepted as civil servants from December 7, 2023 and Article 20 of Decree No. 170/2025 dated June 30, 2025 of the Government on regulations on recruitment, use and management of civil servants stipulates salary arrangement for those recruited as civil servants who have worked for a period of compulsory social insurance.
Accordingly, the Ministry of Home Affairs has asked him to contact the agency managing cadres, civil servants and public employees of Lam Dong province (Department of Home Affairs) based on the above regulations for consideration and response.
