According to the plan, Bac Ninh strives to become a centrally-governed city by the end of 2026, with 2 districts: Bac Ninh and Tu Son; 2 cities: Tien Du, Yen Phong; 2 towns: Thuan Thanh, Que Vo and 2 districts: Gia Binh, Luong Tai.
The Bac Ninh Provincial Party Committee clearly assigns tasks, responsibilities and coordination between departments, branches, sectors, localities and relevant agencies in directing and organizing implementation.
In particular, the Department of Home Affairs is the unit that helps the Provincial Steering Committee and People's Committee receive, synthesize, and handle issues related to the establishment of centrally-run cities; preside over and coordinate with relevant agencies and units to promptly guide and respond to remove obstacles and difficulties of localities when implementing the Project.
The Department of Home Affairs is also assigned to preside over the development of a project to establish Bac Ninh city under the Central Government; guide the People's Committees of Yen Phong and Tien Du districts to develop a project to establish a city and affiliated wards.
The Department of Construction shall preside over the development of the Urban Master Plan for the whole province; classify urban areas, urban development programs for related administrative units.
The Department of Finance is assigned to arrange funding sources to ensure proper implementation of progress and plan content; advise the Provincial People's Committee to allocate funding to agencies, units and localities to carry out tasks in the process of establishing Bac Ninh city under the Central Government.
Bac Ninh is the province with the smallest area in the country but the scale of the economy (GRDP) ranks 9th - according to the General Statistics Office, in which many socio-economic indicators are in the top.
Reporting to General Secretary To Lam and the Central Working Group visiting and working in Bac Ninh on the afternoon of January 13, the Bac Ninh Provincial Party Committee said that in 2024, local GRDP will grow by 6.03%; complete and exceed all 19/19 targets.

Planning and resolving problems related to land and environmental pollution has been resolutely directed, achieving many results. In October 2024, Bac Ninh province announced that there were no more poor households; focusing on completing the project to build temporary and dilapidated houses, to be completed in January 2025 (leading the country).
The locality has basically met the criteria for a type I urban area by 2025 and will become a centrally-governed city by the end of 2026.
At the meeting, General Secretary To Lam welcomed Bac Ninh province to strive to meet the criteria of a type I urban area by 2025 and become a centrally-run city by the end of 2026; requested the province to develop continuous development solutions in the coming time.
