On May 13, authorized by the Prime Minister, Minister of Finance Nguyen Van Thang presented the Resolution on extending the agricultural land use tax exemption period stipulated in Resolution No. 55 of the National Assembly on agricultural land use tax exemption and reduction, which has been amended and supplemented with a number of articles under Resolution No. 28.
According to Minister Nguyen Van Thang, summarizing and evaluating 20 years of implementing the agricultural land use tax exemption and reduction policy shows that the total agricultural land use tax exemption and reduction in the period of 2001-2020 is on average about 3,268.5 billion VND/year.
The period from 2011-2016, an average of about VND 6,308.3 billion/year; the period 2017-2020, about VND 7,438.5 billion/year; the period 2021-2023 is about VND 7,500 billion/year.
The tax exemption and reduction policy is a solution with a great and important impact, contributing to the implementation of the Party and State's policies and viewpoints on agriculture, farmers and rural areas in each period.
Contributing to directly supporting farmers, encouraging organizations and individuals to invest in agriculture, farmers and rural areas.
Encourage land concentration for agricultural production on a large scale, contributing to shifting the agricultural and rural economic structure towards modernization, contributing to improving and enhancing farmers' lives and creating jobs in rural areas.
Thereby contributing to improving the competitiveness of agricultural products in the market in the context of international economic integration.
The Minister of Finance pointed out that continuing to exempt agricultural land use tax until the end of 2030 will not reduce revenue because this is a policy that is being implemented in practice.
With the proposal to extend the tax exemption period as currently regulated until December 31, 2030, the tax exemption is about VND 7,500 billion/year.
Continuing to exempt taxes until the end of 2030 will not have any significant limitations due to the positive socio-economic impact of tax exemptions in the past; except that extending the tax exemption period will not increase state budget revenue.
Reviewing this content, Chairman of the Economic and Financial Committee Phan Van Mai emphasized that the majority of opinions in the Committee agreed on the necessity of extending the agricultural land use tax exemption policy in the coming period as proposed by the Government.
This is to avoid creating additional costs for agricultural production compared to the current policy, in the current difficult production and business conditions.
However, many opinions say that the Government's proposal to continue extending the National Assembly's resolutions on tax exemption (issued from 2010 to present) without introducing new policies, more suitable to the reality of the current period.
At the same time, there is no specific policy to overcome the situation of abandoned agricultural land and misuse.
The goal of improving land use efficiency, promoting land accumulation, developing agriculture, farmers, rural areas, etc. has not been achieved as required in the resolutions and conclusions of the Central Executive Committee and the Politburo.
