The time to prepare the planning project is long, the project content is not complete and the content of the planning project is slow to be updated according to the provisions of the Law on Urban Planning, leading to low project quality, difficulties in planning management and implementation, some areas with urban planning space orientation are away from reality, reducing investment attraction.
Notably, regarding construction management according to construction planning, based on reports from some districts/counties, it is shown that there are still many projects in Ho Chi Minh City that have not been implemented (suspended projects) or are slow to be implemented according to schedule, typically Binh Quoi - Thanh Da Urban Area 426.93 ha, Tay Bac - Cu Chi Urban Area about 6,000 ha, Saigon Safari Park about 456 ha, Binh Trieu Station about 41 ha, Xuyen Tam Canal 6.7 km long, ...
Implementing some projects in violation of regulations
Van Gia Phuc Social - Commercial Housing Project, District 6: The Department of Construction has granted a construction permit recording the number of floors (excluding the attic on the roof) is not implemented in accordance with regulations; not arranging the construction of the nursery area in the Commercial Housing Area in the project is not implemented in accordance with regulations; to date, the investor has not yet fulfilled financial obligations for land for the commercial housing construction site with a value of 159,089.945 million VND.
The Commercial - Service - Apartment Center Project, 50 Phan Van Khoe, District 6: The Department of Planning and Architecture approves the master plan and architectural plan of works with green land, grass, and playground quotas: 643.57 m2 (16.6%) which is not implemented in accordance with the regulations in QCXDVN 01:208/BXD (green land quota is 20%); not arranging the construction area of the nursery in the Commercial Housing Area in the project is not implemented in accordance with regulations; The Department of Construction grants a construction permit before the technical design is appraised and approved is not implemented in accordance with regulations.
The implementation of social housing in Ho Chi Minh City is also pointed out to be slow, not meeting the social housing needs of low-income people, and not ensuring proper implementation of Government regulations on the development and management of social housing use.
Clarifying collective and individual responsibilities
Therefore, the Government Inspector General recommended that the Prime Minister direct the Ho Chi Minh City People's Committee to conduct a review to clarify the collective and individual responsibilities of the leaders of the Ho Chi Minh City People's Committee involved in allowing the problems, limitations, shortcomings, and violations in state management of planning and implementation of construction planning.
The Ho Chi Minh City People's Committee is also recommended to inspect and review projects with the conversion from public land such as: parks, trees, transportation... to residential land to determine the suitability with the general policy or individual for each project for urban development orientation, thereby proposing handling measures according to regulations, ensuring efficiency, avoiding waste of social resources, and not causing loss of state assets.
Check, review, and propose solutions to promptly implement projects that have been behind schedule for many years, and make plans to implement planning to ensure centralized and effective investment, avoid wasting investment capital; build a good business environment, attract investment, mobilize all capital sources, and create consensus among people to implement projects that are behind schedule in the area such as: Binh Quoi - Thanh Da Urban Area, Tay Bac - Cu Chi Urban Area, Saigon Safari Park, Binh Trieu Station, Xuyen Tam Canal.
