    This morning (September 18), the 10th Conference of the 13th Party Central Committee opened in Hanoi, with General Secretary and President To Lam delivering the opening speech.

    Attending and presiding over the 10th Central Conference of the 13th tenure were Politburo members: Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, and Standing member of the Secretariat Luong Cuong.

    Before the Conference, the Party and State leaders and delegates observed a minute of silence to commemorate the officers and soldiers who sacrificed their lives and the victims who died due to storm No. 3 and the floods caused by the storm in the northern provinces and cities.
