On December 9, Politburo member and Prime Minister Pham Minh Chinh - Head of the State Steering Committee for important national projects and works, key to the transport sector - chaired the 22nd meeting of the Steering Committee.
It is expected that on December 19, 2025, 3,513km of expressway (including 3,188km of main route and 325km of approach roads) will be completed and technically opened to traffic; at the same time, 1,700km of coastal road will be completed, Long Thanh International Airport (Long Thanh airport) will complete component projects to deploy technical flights.
In his concluding remarks, the Prime Minister emphasized that the remaining time of 2025 is only 20 days and by December 19 there are only 10 days left, while many projects and works still have a large volume that need to be completed.
Therefore, the Prime Minister requested that with a spirit of more speed and boldness, ministries, branches, localities, investors, management boards, and contractors must focus highly, proactively, actively lead, direct, urge, inspect, and handle difficulties and problems related to site clearance, construction materials, etc. in the fastest, most timely, and most effective way.
Regarding key tasks and solutions in the coming time, the Prime Minister requested the completion of the target of putting into operation at least 3,000km of highways and about 1,700km of coastal roads.

For the Long Thanh airport project phase 1, ministries, agencies, and management agencies of component projects, especially the Vietnam Airports Corporation (ACV), strictly implement the direction of General Secretary To Lam, urgently review the remaining work, develop a detailed specific plan to ensure the operation of technical flights on December 19, 2025 and continue to complete the project items, organize trial operations to ensure commercial exploitation in early 2026.
Regarding capital sources, the Ministry of Finance must base on project progress and proposals to allocate resources; localities must also proactively allocate. Relevant agencies and units shall implement warranty and maintenance of projects according to regulations.
To speed up investment preparation procedures for projects to serve as a basis for implementation in the 2026-2030 period, the Prime Minister requested competent authorities to urgently establish and submit for approval investment policies for the projects of Bac Kan - Cao Bang, Hoa Binh - Moc Chau (Km0 - Km19), Cam Lo - Lao Bao, Quang Ngai - Kon Tum.
Speed up investment procedures, deploy site clearance for the projects of Bac Kan - Cao Bang, Hoa Binh - Moc Chau (Km0 - Km19), Cam Lo - Lao Bao, Vinh - Thanh Thuy, Quang Ngai - Kon Tum, expand Hoa Lac - Hoa Binh Expressway, and the road connecting Gia Binh airport.
Localities shall base on the Prime Minister's request schedule and relevant regulations on contractor selection to decide on the appointment of bids, meeting the set schedule.
For transitional projects to be completed in 2026, the Prime Minister requested the Ministry of Construction and localities to direct investors to mobilize personnel, machinery, equipment, and organize construction to ensure completion progress.
Ministries and branches proactively deploy tasks, promptly support and guide localities to resolve implementation problems, not to affect project progress.
