This content is stated in Conclusion No. 207-KL/TW of the Secretariat on continuing to implement Directive No. 30-CT/TW, dated January 22, 2019 of the Secretariat on strengthening the leadership of the Party and the management responsibility of the State for the protection of consumer rights.
Conclusion 207-KL/TW has just been signed and issued by Politburo member and Standing member of the Secretariat Tran Cam Tu.
To strengthen the leadership of the Party and the responsibility of the State in managing the work of protecting consumer rights in the new situation, the Secretariat requires Party committees, Party organizations, authorities, and state management agencies at all levels to continue to thoroughly grasp and resolutely implement the tasks and solutions stated in Directive No. 30-CT/TW, while focusing on leading and directing the implementation of a number of key tasks.
In which, Conclusion 207-KL/TW clearly states the need to urgently review and fully and promptly institutionalize the Party's new policies and orientations into the system of legal documents on consumer rights protection and other relevant specialized legal documents (Law on Consumer Protection; Law on Product and Commodity Quality; Law on Technical Standards and Regulations; Law on Food Safety; Law on Electronic Transactions; Law on Handling of Administrative Violations... and guiding documents) to ensure systematicity, synchronization, comprehensiveness, and effectiveness, thoroughly overcoming legal gaps, meeting the trend of modern development, digitalization and international integration.
Focus on reviewing and clearly defining the authority and responsibility of the Government, ministries, central agencies and local authorities at the provincial and commune levels, socio-political organizations, socio-professional organizations in consumer rights protection on the basis of promoting decentralization and delegation of authority in accordance with the implementation capacity of each level, while strengthening inspection, examination and supervision; clearly defining the responsibility of leaders in each agency, organization and unit;
Urgently complete legal regulations related to consumer rights protection in the digital environment, specific transactions, especially cross-border transactions, ensuring absolute security and safety of consumer information; clearly define the responsibility of businesses in ensuring the traceability of products and goods to make the market transparent, especially in serving the essential needs of people; preventing and combating counterfeit goods, counterfeit goods, goods of unknown origin, origin, poor quality...
Review, develop and perfect a system of standards and technical regulations on product, goods and services quality, promptly publicize information and propagate to businesses and business associations to grasp and implement; research and develop a roadmap to improve Vietnam's standards and regulations to ensure commensurate and compliance with international standards and regulations; enhance the effectiveness of inspection and examination activities of management agencies;
Promote the role of monitoring and providing information on the quality of products, goods, services, production and trading of counterfeit goods, counterfeit goods, banned goods, etc. of socio-political organizations, socio-professional organizations, and people;
Develop a mechanism to support, receive and resolve consumer disputes with business organizations and individuals in a concise and convenient manner; increase the application of shortened legal proceedings, encourage the settlement of disputes between businesses and economic organizations and with consumers through negotiation, mediation and arbitration;
Review and adjust sanctions and strict handling of acts of deliberately manufacturing and smuggling counterfeit, counterfeit, and air travel goods that meet large-scale quality requirements, affecting people's health and lives, ensuring high deterrence and education.
