The Government has just issued Decree No. 218/2025/ND-CP dated August 5, 2025, regulating administrative sanctions in the field of national defense and defense.
Warning for failure to register for initial military service
The Decree specifically stipulates the acts and fines for violations of regulations on military service registration.
Accordingly, a warning is issued for the act of not registering for initial military service for male citizens who are 17 years old in the year and are subject to military service registration. In case of repeat violation, a fine of 8-10 million VND will be imposed.
A fine of 8-10 million VND also applies to one of the following acts: Not registering for service in the reserve class as prescribed; not registering for additional military service when there is a change in working position, educational qualifications, professional qualifications, health status and other information related to military service as prescribed.
The act of reporting the number of reserve soldiers and male citizens of military service age at their agencies and organizations as prescribed shall be subject to a fine of 10-15 million VND. If the report is inaccurate, the fine is 15-20 million VND. In case of failure to report, the fine is 20-30 million VND.
The Decree stipulates a fine of 3-5 million VND for failure to be present at the right time or location for the primary training center stated in the decision to call for preliminary health screening to perform military service, the decision to call for preliminary health screening to join the People's Public Security of the competent authority without a legitimate reason.
Fines of 15-20 million VND for failure to be present at the right time or place for health examination stated in the decision to call for a military service health examination, the decision to call for a health examination for service to join the People's Public Security of the competent authority without a legitimate reason.
People who are subject to health examination will have fraudulent behavior that distorts the results of their health classification to evade military service; the obligation to join the People's Public Security will be subject to a fine of 30-40 million VND.
The act of giving or receiving money, assets, or other material benefits worth less than VND 2 million to medical staff or others to distort the health classification results of those being inspected or those undergoing military service health check-ups; health check-ups for service in the People's Public Security to evade military service, the obligation to join the People's Public Security will also be fined from 30-40 million VND.
The fine of 50-75 million VND is applied to the act of not complying with the decision to call for health check-ups for military service and the obligation to join the People's Public Security.
Heavy fines for failure to comply with military service decision
According to the Decree, a fine of 30-40 million VND is imposed for failure to be present at the right time or place of concentration stated in the decision to call up for military service; the decision to call up for service in the People's Public Security without a legitimate reason.
Fraudulent acts to avoid the decision to call up for military service; the decision to call up for military service after having the results of a health examination to qualify for military service and the conditions to perform the service of the People's Public Security according to regulations will be fined from 40-50 million VND.
Fine from 50-75 million VND for failure to comply with the decision to call up for military service; decision to call up for service in the People's Public Security.
