The Government has just issued Resolution No. 34/NQ-CP on mechanisms and solutions to handle difficulties and problems in the investment project to build the second facility of Bach Mai Hospital and Viet Duc Friendship Hospital.
Accordingly, the Government agreed to the mechanism and solutions to handle difficulties and problems in the above two projects according to the proposal of the Ministry of Health.
The goal is to propose practical and feasible solutions based on practice to urgently complete the investment and construction, putting into use facility 2 of these two hospitals.
Principles for handling difficulties and problems in accordance with current policies and laws, ensuring feasibility in organizing implementation.
Continue to invest according to the total investment approved by competent authorities. In case it is necessary to supplement funding to ensure the completion and synchronous operation of the two projects, the Ministry of Health will preside over and coordinate with relevant agencies to report to competent authorities for consideration and decision.
The problem-solving plan ensures objectivity and honesty, based on the current status of legal documents and related documents reported by the investor; the current status of the construction site and the inspection, examination and auditing results of competent authorities.
Regarding mechanisms and solutions, the Government allows adjustment of contracts for packages XDBM-01, XDBM-02; XDVD-01, XDVD-02 to continue to fulfill contracts on the following principles.
Firstly, the adjusted contract price is established according to the approved construction drawing design estimate after a deduction according to the bidding rate (%) of each bidding package.
Second, the price adjustment of contracts does not exceed the total investment of the approved project.
Third, the contract payment value is established on the basis of the actual completed volume accepted and the detailed contract unit price is adjusted accordingly at the time of payment acceptance.
The value of payment for the volume in the contract does not exceed the adjusted contract price (excluding the reserve), the reserve cost (if any) in the approved construction drawing design estimate is only used to pay for the increased volume (if any) compared to the volume in the approved construction drawing design.
The Government also assigned the Ministry of Health to direct investors to urgently organize the implementation of contract adjustments, organize the implementation of 2 projects according to the mechanisms and solutions mentioned in this resolution, ensuring the completion of construction this year.
At the same time, Bach Mai Hospital and Viet Duc Friendship Hospital are directed to ensure human resource conditions and other necessary conditions to effectively operate the second facility immediately after the two projects are completed and put into use.
The Ministry of Planning and Investment and the Ministry of Finance report to competent authorities to arrange additional missing capital for the two projects to ensure capital needs according to the implementation progress of the two projects and in accordance with regulations.
The Ministry of Construction continues to appraise the estimates for the technical design phase of the electromechanical items of the two projects. According to the assigned functions, tasks and authority, the Ministry of Health is promptly guided and directed relevant units to implement this resolution to ensure progress and quality.
The Ministry of National Defense, according to its assigned functions, tasks and authority, directs relevant units to implement this resolution to ensure progress and quality.
The Government also requested the State Audit to conduct an audit of the project settlement report to be completed according to regulations.
