On the afternoon of December 12, Kien Giang Provincial Party Committee held a meeting of the Provincial Steering Committee and the Editorial Board to summarize the implementation of Resolution No. 18 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".
According to the draft plan for the orientation of reorganizing the apparatus of agencies and units in the political system of the province of Kien Giang Provincial Steering Committee, it is expected that a number of agencies and units will be merged and terminated.
It is expected to end the activities of the Party Committee of the Provincial Agencies - Enterprises Bloc. Establish 2 Party Committees of the Provincial Party Committee: Party Committee of the Provincial Party, Mass Organizations, People's Council and Judiciary Bloc; Party Committee of the Provincial Government Bloc.
Ending the activities of the Provincial People's Council Party Delegation, establishing the grassroots Party Committee of the National Assembly Delegation and the Provincial People's Council. Ending the activities of the Provincial People's Committee Party Executive Committee, establishing the Provincial Government Bloc Party Committee. Ending the activities of the Party Delegations: Vietnam Fatherland Front, Provincial Farmers' Association, Provincial Women's Union, Provincial Labor Federation, Provincial Veterans' Association, establishing Party cells in agencies and units.
End the activities of the Party Committee of the Provincial Literature and Arts Association, establish the grassroots Party cell of the Provincial Literature, Arts and Journalists Association. End the activities of the Party Executive Committees: Provincial People's Procuracy, Provincial People's Court to establish a Party cell. Merge the Provincial Lawyers Association Party cell and the Provincial Bar Association Party cell, establish the grassroots Party cell of the Provincial Lawyers - Lawyers Association.
Merge the Propaganda Department of Kien Giang Provincial Party Committee with the Mass Mobilization Department of Kien Giang Provincial Party Committee; end the operation of the Provincial Cadre Health Care Department, transfer the task to the Provincial Party Committee's Organization Department, Department of Health, and Kien Giang Provincial General Hospital.
For government agencies, the following departments will be merged: Planning and Investment with Finance; Transport with Construction; Information and Communications with Science and Technology; Natural Resources and Environment with Agriculture and Rural Development; Culture and Sports with Tourism; 2 Construction Investment Project Management Boards (Transportation Works, Civil and Industrial Works) into 1 board. End the operation of the Department of Labor - Invalids and Social Affairs, transfer functions, tasks, and personnel to a number of departments; transfer the Religious Board under the Department of Home Affairs to the Ethnic Minorities Board, establish the Provincial Ethnic Minorities - Religious Board.
For the Secondary Schools under the Department of Labor - Invalids and Social Affairs and the Colleges in Kien Giang province: Merge 6 secondary schools under the Department of Labor - Invalids and Social Affairs into one secondary school, the colleges in the province into one college so that by 2030, the whole province will basically have one college.
End the activities of: Office of Traffic Safety Committee; Office of New Rural Area Coordination. For provincial Steering Committees, review and advise on the arrangement and dissolution of steering committees of the Party and government sectors. Propose merging the Kien Giang Provincial Journalists Association and the Provincial Literature and Arts Association; the Provincial Association of Agent Orange/Dioxin Victims with the Provincial Red Cross Association; the Oriental Medicine Association with the Pharmaceutical Medicine Association.
For district-level agencies and units: Merge the Propaganda Department and the Mass Mobilization Department; the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment; the Children's House with the Center for Culture - Sports and Broadcasting; end the operation of the Department of Labor - Invalids and Social Affairs.
Phu Quoc City will arrange according to the urban government pilot project approved by competent authorities.
Concluding the meeting, Kien Giang Provincial Party Secretary Do Thanh Binh directed the assigned agencies and units to urgently implement projects and plans... with the highest efficiency, drastic and urgent measures to ensure the highest political determination.
Heads of agencies and units shall implement the assigned contents in their agencies and units, propagate and mobilize cadres, civil servants and public employees to implement, to avoid confusion among party members and the people. For 4 colleges and 6 intermediate schools, the orientation is to merge them into only 1 school by 2030.
For districts and cities, it is necessary to study plans to arrange management boards to advise the Provincial Steering Committee.
