On March 18, according to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense received a petition from voters of Lam Dong province reflecting that members of the Veterans Association who enlisted after 1975 in areas not on islands or borders are not entitled to the regime according to Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister on the regime and policies for those participating in war, defending the Fatherland, performing international duties in Cambodia, helping Laos after April 30, 1975 who have been demobilized, discharged, or quit their jobs, such as health insurance regime, funeral allowance regime.
Voters in Lam Dong province recommended that the Government direct ministries and branches to study, review, and consider policies to resolve these veterans.
Previously, the Ministry of National Defense also received a petition from voters of Dak Nong province reflecting that there are currently still subjects who joined the army after April 30, 1975 and are stationed in the Central Highlands provinces and border districts during and during the war according to Decision No. 62/2011/QD-TTg but have not fought directly but have not yet received the meritorious regime.

Responding to this content, the Ministry of National Defense said that the subjects of application and conditions for enjoying the regime and policies according to Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister have been carefully studied by ministries and branches, reported to the Government Party Committee, submitted to the Politburo for policy, and the Prime Minister issued a Decision; in accordance with the nature and characteristics of the war to protect the Fatherland; the country's economic conditions and in general balance with the issued policies.
This is a policy of support and encouragement for those who have directly participated in the war to protect the Fatherland, performed international duties after April 30, 1975 and have been demobilized, discharged, quit their jobs or returned to their families, but currently do not have a monthly regime (retirement regime, disability regime, sick soldier regime); not a regime or policy applicable to all subjects participating in the war to protect the Fatherland, performing international duties as well as all soldiers joining the army after April 30, 75.
Not all soldiers who joined the army after April 30, 1975 are entitled to the regime according to Decision No. 62/2011/QD-TTg of the Prime Minister.
The regulation of the subjects and conditions for enjoying the above regimes and policies has been carefully studied and considered by ministries and branches, and reported to the Government Party Committee to submit to the Politburo for approval, the Prime Minister to issue a decision on implementation; ensuring compliance with the characteristics and nature of the war to protect the Fatherland and the socio-economic conditions of the country.
